Good Neighbors International (GNI) is an international humanitarian and development organization with GNI Headquarters based in Seoul, Korea. The Mission/Vision of GNI works to transform the world to a peaceful and secure world, where no one suffers from starvation; where no one falls victim to preventable diseases; where everyone is comforted and respected with no alienation for any reason.
Good Neighbors Tanzania (GNTZ) was registered in 2005, and has offices in Dar es Salaam (Eastern Chapter), Mwanza (Western Chapter) and Dodoma.
Position: Saemaul Zero Hunger Communities Project Water and Civil Engineer
Objective
To manage, coordinate and provide technical expertise for water-related infrastructure (boreholes, dams, irrigation canals, bridges, etc.) and overall community infrastructure construction and maintenance for the Saemaul Zero Hunger Communities Project in Chamwino District, Dodoma, Tanzania.
Project Background
The Saemaul Zero Hunger Communities project is a World Food Programme pilot project implemented by Good Neighbors International and regional government authorities, and funded by the Government of the Republic of Korea. The project will start implementation in Chamwino District (Fufu, Suli and Chiboli villages), Dodoma region, Tanzania by early 2014.
Supervision
The Water and Civil Engineer will be supervised by the Good Neighbors Tanzania Country Director in Dar es Salaam and Managing Directors in Dodoma and Mwanza, and work in close collaboration with the operations, administration and project teams in Good Neighbors Tanzania Eastern and Western Chapters. Direct work performance evaluation will be by the GNTZ Managing Director in Dodoma Office.
This is a full time position based in Dodoma, Tanzania for Nationals of the Republic of Tanzania.
Duties and Responsibilities
Water Infrastructure Projects
Responsible for management, supervision and coordination of Good Neighbors projects related with the design, preparation, construction and sustainable management of water-related infrastructure in the project areas, such as boreholes, irrigation canals, irrigation dams, rainwater harvesting methods, water storage facilities, etc.
Responsible for preparation of project proposals, detailed site drawings, site plans, section drawings, specifications, bill of quan tities and quotations from different vendors, carry out bidding or advertisements for local contractors when necessary, maintain list of service providers – contractors, borehole specialists, etc – and work closely with District Council Water, Civil Engineering and Procurement Departments for technical expertise, especially with regard to local characteristics unique to the Dodoma region or Chamwino District.
Undertake regular field trips to project sites and inspect the civil works of the water supply, irrigation and sewerage projects, and give site specific suggestions/recommendations where necessary.
Community Assets Projects
Work together and support Good Neighbors Management and Program Officers for the coordination, operationalization and finalisation of Good Neighbors projects related with the design, preparation, construction and sustainable management of community assets and infrastructure in the project areas, such as the construction of schools, community centres, meeting places, access roads, market structures, etc. This would include budget planning, proposal writing, procurement, bidding, monitoring and reporting activities amongst others.
* The Water and Civil Engineer will be responsible for the preparation and documentation of all processes and sessions (minutes, proposal writing, note for the records, bidding procedures, letters to government, recommendations, monitoring and final reports, etc) held in relation with the above duties and responsibilities.
Competencies and Qualifications
Bachelors Degree in BSC (Civil Eng./ Water Resource Eng. /Environmental Engineering) - Postgraduate qualifications will be an added advantage
Minimum five years’ demonstrable work experience as water or civil engineer, or in the research, monitoring and evaluation of programs and projects related to water infrastructure
Registered with Engineers Registration Board
Excellent analytical and report drafting skills
Fluent in spoken and written English and Kiswahili
Excellent skills in use of Microsoft Word, Powerpoint and Excel
Ability to work in an international and multi-national environment
Religious and cultural tolerance
Interest in community and rural development
Commitment to abide by Good Neighbors Tanzania Staff Terms and Regulations
Contract Period
The Employment Contract will be for a period of 12 months, with possibility of contract extension (negotiable). Contract extension will depend on the candidate’s satisfactory performance as Water and Civil Engineer and his/her appropriate code of conduct in the office. This is a full time position based in Dodoma town, Tanzania, with frequent visits to the project site (Fufu, Suli and Chiboli villages in Chamwino District).
