Good Neighbors International (GNI) is an international humanitarian and development organization with GNI Headquarters based in Seoul, Korea. It is in General Consultative Status with United Nations Economics and Social Council (UN ECOSOC). The Mission/Vision of GNI works to transform the world to a peaceful and secure world, where no one suffers from starvation; where no one falls victim to preventable diseases; where everyone is comforted and respected with no alienation for any reason.
Good Neighbors Tanzania (GNTZ) was registered in 2005, and has offices in Dar es Salaam (Eastern Chapter), Mwanza (Western Chapter) and Dodoma.
Position: Saemaul Zero Hunger Communities Project Human Resource Assistant
Objective:
To ensure effective and transparent human resource management for the Saemaul Zero Hunger Communities project required to support the organization’s operations and administration procedures, including responsibility for GNTZ’s staff recruitment administration, establishment and management of GNTZ Human Resource policy and Staff Terms and Regulations, administration of routine HR administration, and management of staff members’ personal and performance evaluation records.
Project Background:
The Saemaul Zero Hunger Communities project is a World Food Programme pilot project implemented by Good Neighbors International, and funded by the Government of the Republic of Korea. The project will start implementation in Chamwino District (Fufu, Suli and Chiboli villages), Dodoma region by early 2014.
Supervision:
The Human Resource Assistant will be supervised by the Good Neighbors Tanzania Country Director in Dar es Salaam and Managing Directors in Dodoma and Mwanza, and work in close collaboration with the operations, administration and project teams in Good Neighbors Tanzania Eastern and Western Chapters. Direct work performance evaluation will be by the GNTZ Managing Director in Dodoma Office.
This is a full time position based in Dodoma, Tanzania for Nationals of the Republic of Tanzania.
Duties and Responsibilities:
Staff Recruitment Process:
Responsible for preparing Job Postings/Vacancy Announcements, preparation and review of required Job Descriptions and Terms of Reference for the required staff posting, screening of applicants’ and candidates’ qualifications and references, arrangement and logistics for interviews and preparation of documents for the interview panel, organization and participation in interview panel, drafting of contracts for new staff members, etc.
Staff Terms and Regulations, Employment Contracts, and Terms of References:
Responsible for review and training Staff Members on Good Neighbors Tanzania Staff Terms and Regulations: work norms, working hours and overtime policy, leave policy, entitlements, allowances and benefits, health insurance, income tax, work/employment permits for foreign nationals, contract termination clauses, staff dismissal clauses, etc.
Responsible for drafting, editing, reviewing and renewal of all Staff Members Employment Contracts and TORs, ensuring that the required and correct Staff Terms and Regulations are comprehensively included within the body of all Letters of Employment offers.
Review, edit and develop GNTZ human resource policies and procedures for the recruitment and management of national staff members
Staff Members’ Personal Records:
Responsible for maintaining and updating Staff Members Personal Record Cards and Forms, and other confidential personnel information.
Ensuring that such personnel records are filed and kept updated, confidential and in an orderly and efficient manner, such that Management can locate required personnel information quickly.
Routine Human Resource Administration:
Supervise and manage staff members’ leave days, extra duties, attendance records and field trip records, including management and recording of all Travel Authorization forms, Leave forms, Overtime forms and also Staff Members’ monthly progress reports. Such forms should be filed with the Staff Members’ Personal Records.
Liaise closely with Administrative Assistant / Accountant in keeping Staff Members’ payroll details up to date.
Staff Induction, Training, Supervision:
Provide new and existing staff members with appropriate induction and orientation on GNTZ Human Resource policies, Terms and Regulations, and use of office property, etc.
Assist new staff with setting up email accounts, necessary bank accounts, TRA registration, and other administrative support necessary for smooth work transition.
Staff Performance Appraisal:
Coordinate and help staff members to prepare and ensure that their respective Staff Performance Appraisal Reports are complete and updated on a quarterly basis, reflecting staff members’ actual activities and performance indicators.
Ensure staff supervision is carried out regularly, and that supervision session outcomes are recorded together with staff performance indicators.
Staff Knowledge Management:
Responsible for coordinating and preparing staff knowledge management sessions every once a fortnight, and also for following up with staff members on their personal development and training agenda.
Perform other related duties and administrative tasks as required.
Competencies & Qualifications:
Bachelor’s Degree in Human Resources
Minimum 2 years work experience in the field of Human Resource and Administration.
Experienced understanding of NGO administration, human resources and policies
Fluent spoken and written English
Excellent skills in use of Microsoft Excel and MS Word
Ability to work in an international and multi-national environment
Religious and cultural tolerance
Interest in community and rural development
Commitment to abide by Good Neighbors Tanzania Staff Rules and Regulations
Contract Period:
The Employment Contract will be for a period of 12 months, with the first 3 months being a probation period. Contract extension after the 1st year will depend on the candidate’s satisfactory performance as Human Resource Assistant and his/her appropriate code of conduct in the office. This is a full time position based in Dodoma town, Tanzania.
