Job Description
The CATALIST-Uganda project will build on the success and lessons learned from IFDC's Catalyze Accelerated Agricultural Intensification for Social and Environmental Stability Project (CATALIST), implemented from 2006 – 2012, in Rwanda, Burundi, and DRC. The CATALIST project demonstrated that farming systems intensified by fertilizer use and sound organic matter management, when linked to viable market opportunities, can result in significant marketable surpluses and sustained production, and has an enormous impact on the livelihoods of farmers.
In CATALIST-Uganda, commercial farming systems based on cassava, potatoes, rice, and (likely) sunflower will be developed and promoted using an 'Agribusiness Cluster' approach, through which value chain actors will work together to develop vibrant agricultural enterprises. CATALIST-Uganda is an ambitious project as it intends to reach 100,000 farm households who will increase their agricultural productivity and be linked to markets.
Substantive Scope of Work
The core responsibility provides administrative oversight to a multimillion dollar agribusiness program and ensures administrative integrity in the program start up and inception phase.Required Skills
- Oversee the day to day Administrative and Human Resources of IFDC in the country of assignment
- Serve as the primary communication link on Administrative and Human Resources and compliance matters related to IFDC Uganda, partners, business, sub grantees and donors etc.
- Serve as contact point between IFDC in the country, IFDC Regional office and HQ regarding Administrative and Human Resource issues
- Monitor the procurement compliance with expenditure authorization requirements from requisitions through, Regional office of HQ approvals to complete support document trails
- Monitor the Maintenance staff files of local staff and consultant
- Ensure all legal requirements regarding employment of staff are implemented (social security, income tax, work schedule)
- Supervise logistics (procurements and yearly inventory) and travel for senior staff
- Assist in the supervision of support staff ( secretary, Admin Assistants, receptionist, drivers, cleaners and guards)
- Oversee the preparation (budget and logistics) of local/regional seminars, workshops, retreats
- Perform any other duties deemed necessary and requested by the Country Representative
Required Experience
During the short period of consultancy, the Consultant may not end up touching some of these roles. It is however, expected that the Consultant will to all intents and purposes bridge the gap by delivering on any of the aforesaid activities that the circumstances will demand. The Consultant will take immediate directions and be answerable to the Chief of Party-cum-Country Representative. The specific deliverables on the Consultancy within the general purview of above responsibilities will be:
- All project funds well spent in compliance with IFDC Procurement Policies and Procedures and recorded in Excel Cash Book with proper support documents and sent to IFDC HQ through the Nairobi office.
- Support for field training programs with due logistical back-up provided in time.
- Establish cordial relations with third parties linked to Project activities including Bankers, Embassy of Kingdom of Netherlands officials, Government of Uganda officials etc.
University degree and a minimum of three years experience managing administration in an international development body. Previous experience using government regulations (e.g., USAID regulations) is a requirement.
