CHIEF OF PARTY-
The Chief of Party will provide vision, direction, strategic leadership and management to the Resilience Learning Project, and will be responsible for ensuring that its activities meet the vision and overall goals of the project. He or she will have the leadership qualities, depth and breadth of technical expertise and experience, interpersonal skills, and capacity to manage professional relationships to fulfill the diverse managerial and technical requirements of the project. Responsibilities include management of the project staff and office; oversight of all subcontractors and technical consultants; technical design and management of activities; liaising with other partners including IGAD’s IDDRSI, other African organizations and other USAID-supported projects; and technical reporting to and communications with USAID/East Africa as well as other USAID operating units that may buy into the contract.

Qualifications & Requirements-
The candidate for this position must have at least the following qualifications:
• Years of experience: At least ten (10) years of experience with international development programs at increasing levels of responsibility. At least five (5) years of experience in developing countries managing projects of equivalent size and complexity to the proposed Resilience Learning Project.
• An advanced degree from an accredited university
• Technical competence areas: Candidate must provide evidence of: 1) effectiveness as a leader, manager, and decision-maker; 2) knowledge of U.S. Government foreign assistance agriculture and food security activities and policies; 3) demonstrated understanding of knowledge management, learning, strategic communications, institutional capacity-building, and training; and 4) excellent communication skills, both written and oral.

• The Learning and Knowledge Management Coordinator must have 3 or more years of experience working with online communities and web-based systems for knowledge sharing and/or collaboration.
• The Learning and Knowledge Management Coordinator must be familiar with the key principles of food security, resilience, and agriculture-led economic growth.

• Demonstrated exemplary management, communication, and interpersonal skills to ensure internal coherence among diverse team members and productive relations with government officials, donors, and the international community.
