Opportunities in East Africa-

CHIEF OF PARTY-
The Chief of Party will provide vision, direction, strategic leadership and management to the Resilience Learning Project, and will be responsible for ensuring that its activities meet the vision and overall goals of the project. He or she will have the leadership qualities, depth and breadth of technical expertise and experience, interpersonal skills, and capacity to manage professional relationships to fulfill the diverse managerial and technical requirements of the project. Responsibilities include management of the project staff and office; oversight of all subcontractors and technical consultants; technical design and management of activities; liaising with other partners including IGAD’s IDDRSI, other African organizations and other USAID-supported projects; and technical reporting to and communications with USAID/East Africa as well as other USAID operating units that may buy into the contract.

Qualifications & Requirements-
The candidate for this position must have at least the following qualifications:
• Years of experience: At least ten (10) years of experience with international development programs at increasing levels of responsibility. At least five (5) years of experience in developing countries managing projects of equivalent size and complexity to the proposed Resilience Learning Project.
• An advanced degree from an accredited university
• Technical competence areas: Candidate must provide evidence of: 1) effectiveness as a leader, manager, and decision-maker; 2) knowledge of U.S. Government foreign assistance agriculture and food security activities and policies; 3) demonstrated understanding of knowledge management, learning, strategic communications, institutional capacity-building, and training; and 4) excellent communication skills, both written and oral.

LEARNING AND KNOWLEDGE MANAGEMENT COORDINATOR-
The Learning and Knowledge Management Coordinator will be the key contact for coordination of all the learning and knowledge management components of the contract. His or her duties must include but not be limited to planning and overseeing the implementation of learning and knowledge management activities, mobilizing experts to respond to task requests, furnishing the required reports to USAID, and meeting with the COR and activity managers as necessary.

Qualifications & Requirements-
• The Learning and Knowledge Management Coordinator must possess the technical leadership, capacity, and experience to provide vision, direction, and leadership to learning and knowledge management activities.
• The Learning and Knowledge Management Coordinator must have an advanced degree in a relevant field, such as agriculture, international development, international affairs, business, communications, journalism, knowledge management, adult learning, instructional design and teaching, or a related area.
• The Learning and Knowledge Management Coordinator must have at least 7 years of progressively responsible work experience the area of knowledge management
• The Learning and Knowledge Management Coordinator must have 3 or more years of experience working with online communities and web-based systems for knowledge sharing and/or collaboration.
• The Learning and Knowledge Management Coordinator must be familiar with the key principles of food security, resilience, and agriculture-led economic growth.

COLLABORATIVE, LEARNING, AND ADAPTATION (CLA) TRAINER-
The Collaborative, Learning and Adaptation (CLA) Trainer will be the point of contact for management of the training component of the RLP contract. His or her duties must include but not be limited to responding to task requests, furnishing to appropriate USAID offices the required reports, and meetings with the COR and activity managers as necessary.

Qualifications & Requirements-
• The CLA Trainer must have an advanced degree in a relevant field.
• The CLA Trainer must have direct experience with the CLA or closely related approaches.
• The CLA Trainer must have a minimum of five years’ experience working in capacity-building, course design, and/or training management.
• The CLA Trainer must demonstrate knowledge of interactive adult training and learning methods, including on-line learning and interactive group learning.
• The CLA Trainer must have prior experience in team planning and organization.
• The CLA Trainer must be familiar with the key principles of food security, resilience, and agriculture-led economic growth.

FINANCE AND OPERATIONS MANAGER-
The Finance and Administration Manager must work under the leadership of the COP and will be responsible for all aspects of operations, including administration, finance, procurement, human resources, if relevant.

Qualifications & Requirements-
• Significant logistics experience, such as organizing workshops and training events.
• An advanced degree in management, finance, or a related field from an accredited university.
• At least 7 years of experience in managing and implementing projects of similar scope and complexity.
• Demonstrated exemplary management, communication, and interpersonal skills to ensure internal coherence among diverse team members and productive relations with government officials, donors, and the international community.
