Stationed in Juba, a member of the South Sudan Country senior management team and reporting to the Country Director, the incumbent will provide guidance and manage all aspects of the human resources function by ensuring the availability of a competent and well-motivated staff throughout the Country Programme and the sustenance of individual and organizational growth and performance.
Key Responsibilities
- Developing the human resources section of the business plan in alignment with country strategy, implementing appropriately and regularly reviewing to ensure the accomplishment of Human Resources objectives;
- Recruiting and selecting to ensure recruitment of suitably qualified staff to fill positions for all identified and approved vacancies through an effective, efficient and transparent process;
- Staff planning; liaising with the SMT to ensure right numbers and quality of employees are trained at all times and carry out HR gap analysis as well as identify staffing needs regularly;
- Performance management; ensuring consistent and successful application of the AMREF’s performance management system adherence across the organization, creating consistent awareness and technical support of appraisal system, providing feedback to respective managers and staff on appraisal analysis to communicate development needs and strength;
- Leave management; ensuring approved leave plans are available at the start of the year; ensuring that approved leave plans are effectively followed and tracked;
- Employee relations; organizing regular staff meetings and providing a platform for open interaction between staff; providing technical guidance on disciplinary matters; handling grievance matters; establishing team building mechanism and activities to foster openness, trust and cooperation;
- HR polices; monitoring the application of HR policies to ensure consistency and transparency; ensuring clear understanding of and application of the policies and government labor laws;
- Constantly communicating policies through different avenues both formal and informal to staffs to allow for continued revision; carrying out surveys to keep up with best practices and share with management and Corporate HR in HQ;
- Organization development; with Corporate HR support the development of organizational development, long term directions that are aligned with the organization’s strategic direction;
- Compensation and benefits; overseeing process of payroll, overseeing implementation of staff benefits, regular review of staff salaries within industry to ascertain that AMREF motivates and maintains its high performing staff; and
- Staff training and development; promote and consult on development of succession planning and talent management initiatives for integration into AMREF strategic objectives.
Qualifications, experience and skills
- Masters Degree in Business administration or its equivalent;
- Must have a post graduate diploma in human resources and additional training on counseling.
- At least six (6) years experience in human resource management at a senior level in the South Sudan context, experience in HR management which entails advisory responsibility on the diverse HR issues, people management and financial management.
- Detailed understanding, knowledge and experience in the HR functional areas and in the application of statutory and labour laws and of best practices in HR.
- In addition the ideal candidate must be an excellent communicator, negotiator, team player, have visionary leadership and uphold confidentiality and be computer literate.
