Long-Term Director of Finance and Administration, Tanzania
We are currently seeking a long-term Director of Finance and Administration for the current 5-year, $30 million, USAID-funded Staples Value Chain Activity in Tanzania. The position is to start January 2014 and will be based in Morogoro. This project is funded under the Tanzania Feed the Future initiative to sustainably reduce poverty and food insecurity by increasing incomes for smallholder farmers, including men, women and youth. Preference will be given to candidates with Tanzanian citizenship.
Responsibilities: Manage the finances of the project. Lead and direct the operations and staff, including field operations staff. Establish and maintain finance and administration systems. Oversee administration and operations support, including procurement, asset management, information technology, facilities management and field office coordinating. Ensure compliance with all contractual requirements and USAID rules and regulations. Undertake all other duties and projects as may be assigned from time to time.
Qualifications: Advanced degree in management, finance, accounting, business or other relevant field required. Ten years’ experience in management of project operations and accounting on complex development projects, including subgrants required. Extensive experience with USAID regulations and management/control systems required. Fluency in English and Kiswahili, both oral and written, required. Demonstrated knowledge and skills in project financial management and procurement systems required. Knowledge of U.S. GAAP and International Financial Reporting Standards (IFRS). Advanced knowledge and experience with accounting software (preferably QuickBooks). Proven ability to effectively use Microsoft databases, spreadsheets, word processing and position-specific software. Proven ability to manage large teams with diverse specialties. Experience working in grants management a plus. Equivalent combination of education and experience.
