Description Manage PPPs in adherence with USAID regulations and procedures, including pre-award, administration and monitoring and evaluation.

Summary The Chief of Party (COP) is responsible for the overall coordination and management (program, finance, agreements management, and M&E) for the USAID-funded Public Private Partnerships for Health project in Tanzania. The COP is responsible for meeting the project’s technical objectives, manage financial resources, manage program staff, manage partnering agreements, maintain good working relationships with host government officials and local partners, manage donor reporting, and ensure a high-quality delivery of services.
The COP reports to Country Director.
Specific Duties Program Design, Management, and Oversight • Ensure smooth operations for the successful implementation of the program based on approved annual work plans for award program. • Ensure Pact and partner compliance with all relevant donor rules and regulations. • Participate in the technical and programmatic design of award and partner programs. • Provide strategic guidance and consultation to partners on the implementation of programming guidance. • Develop annual work plans, performance monitoring plans (PMPs), and other relevant planning tools for submission to and approval by USAID/Tanzania. • Coordinate and as needed conduct monitoring visits to project sites. • Develop and implement systematized TA and monitoring processes and tools. • Ensure effective oversight to program and financial planning, monitoring, evaluation, and reporting • Submit timely progress and financial reports to USAID and Pact headquarters. • Represent Pact in negotiating with donors and partners. • Recruit, supervise, and provide guidance and support to program management and administrative staff. Agreements Management • Administer Request for Applications (RFAs) and other grant mechanisms supporting PPPs in Health for Tanzania. This includes assuming overseeing of the RFA process which encompasses soliciting, reviewing, awarding sub-awards, and managing new partners; and ensuring compliance with donor regulations and proper monitoring, evaluation, and reporting of grantee results.
Organizational and Technical Development and Capacity Building for Partners • Develop and implement an organizational strengthening component that increases Partner capacities to monitor, evaluate, deliver, and report on services, and that will support their sustainability. • Identify and respond to Partner technical assistance needs. • Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations. • Ensure high quality program delivery and the cost-effective use of project resources.
Coordination and Collaboration • Serve as key representative to USAID; responsible for all communications with CTO and responses to USAID requests, etc. • Ensure strong cooperation and collaboration with other USG partners, the Government of Tanzania, and other PPP and Health Sector partners.
Perform any other relevant duties as assigned by the Country Director.
Minimum Qualifications • BA and at least 6 years of relevant experience (or equivalent) • Willingness and ability to be posted in Tanzania • Fluent in English.
Preference for: • Advanced degree • Experience managing large donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners and diverse beneficiaries • Ability to provide the financial management and oversight necessary to successfully execute a large-scale program • In depth knowledge of USAID and/or other donor regulations, systems and procedures • Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities. • Fluent in kiSwahili.
