Plan has been working in Tanzania since 1991, supporting children and communities to gain better access to health, education, water, sanitation and hygiene, livelihoods and protection through five Country Programs. Plan works with children, their families and communities to implementprogrammes at grassroots level. It currently operates in seven regions across the country, having physical offices in Mwanza, Geita, Ifakara, Kibaha, Kisarawe and Dar es Salaam, reaching other areas through partnerships and grants such as Sumbawanga, Nkasi, Bahi, Chamwino and Kongwa districts.

Monitoring & Evaluation Specialist
Job Purpose:Provide leadership and technical support in program accountability, effectiveness and learning, and ensure effective information management, reporting and documentation for the Tanzania Sanitation and Hygiene Program under Global Sanitation Fund Project (2013 - 2017). Ensure compliance with the organization corporate M&E systems - Programs Accountability and Learning Systems (PALS)
Job requirement:
Ensure implementation of GSF Program M&E framework
Monitoring the compliance to the GSF Program procedures and policies, including national and regional M&E system
Support sub-grantees in the development and implementation of participatory monitoring and evaluation systems for accountability, learning and reporting, including appropriate validation of sub-grantees monitoring data,
Lead the implementation of the project learning strategy, with support and guidance from theProgramme Director and Programme Manager and Plan Tanzania M&E Manager
Develop systems necessary for data collection, including working with UMATA Coordinators and sub-grantees to ensure tools are developed and used at field level for routine data collection and reporting and train the UMATA Coordinators and Sub grantees on how to use the tools and agree on the frequency of jata collection
Strengthen sub-grantees capacity (or program monitoring documentation and dissemination of lessons learned and best practices.
Prepare periodic progress reports with appropriate analysis in relation to program indicators for evidence based progress.
Support strengthening and institutionalizing corporate M&E systems for effective management of outcomes and results.
Coordinate planning and implementation of evaluations, assessments, and research studies to enhance performance measurement and learning. Participates in development of yearly program budgets and project operational plans
Coordinate the documentation, generation and sharing of lessons learnt and best practices from sub-grantees activities for continuous program improvement.
Facilitate capacity-building on M&E to staff and partners to ensure timely and quality monitoring systems, collection and management.
Knowledge
University degree in economics/social science/ development studies or Statistics; Master's degree preferred
At least 5 years practical work experience specifically in monitoring & evaluation
Demonstrated skills in quantitative and qualitative research/survey methodology including usage of statistical packages e.g. SPSS
Skills and experience on Community led Total Sanitation (CLTS) and Sanitation Marketing is an added advantage,
Demonstrable experience in community and/or international development including management experience, including strong experience in multi-year, large project management, ideally involving sanitation and Hygiene, Experience in Participatory methodologies on monitoring and evaluation Proven understanding of programming concepts and Human Rights Approaches to Development
Sound understanding of issues related to gender, equity, participation and inclusion
Skills Specific to the Post
Strong analytical, Facilitation and presentation skills
Good knowledge of programming processes, systems and principles, and the ability to provide leadership and support to staff working at community level. Design and management skills
Numeracy and the ability to interpret data, in order to provide management support to programming including planning, monitoring and reporting,
Good administrative and presentation skills
Interpersonal skills
Project Driver (One Post)
Job Purpose:
To provide transportation services to Plan staff and documentation in a safe, courteous and timely manner to enable the smooth implementation of the BOC Phase II Project in Kibaha Program Unit.
Qualifications and experience
Good communication, interpersonal and basic computer skills
Class C drivers licence and a certificate from National Institute of Transport (a must)
Advanced or Ordinary level secondary education certificate.
A minimum of 3 years of experience in vehicle maintenance and driving.
Work experience in an NGO setup will be an added advantage.
Program Unit Manager (One Post)
Job Purpose:To lead, manage and support Program Unit Staff in planning, implementing, monitoring and evaluating program interventions; and to manage the Program Unit staff to ensure high performance and the achievement of organisational goals, The Program Unit Manager is in charge of providing strategic leadership in the overall implementation of the Program Unit long Term Plan by ensuring that Child Centered Community Development (CCCD) approach is defined and maintained, The post holder is responsible in creating enabling environment where staffs are able to carry out their duties effectively, She/He is' responsible for skill development, people and finance management. Key functions
Have a baseline survey at the PU level on data on child poverty in the child rights perspective.
Responding to changes on child poverty status by updating the PULTP in line with the CSP
Ensuring that CCCD IHRBAD and program approaches are effectively understood and applied across the PU:
Ensuring that PULTP and AP budgets are aligned with the organisational vision .mission, CSP and the Global strategy.
Develop and implement timely, quality and sound projects
Identify and engage key partners at the district in delivering quality programs in line with the PULTPs.
Participate in networks, alliances in advocating child rights.
PU staff are supported to deliver quality programs.
Staff capacity is built and their performance monitored.
Identify skill gaps and suggest to HRD/CMT for capacity building' Enhance team performance through learning exchange visits among PUs
Staff development plans are monitored and acted upon Identify best and potential performers for mentoring Prepare clear staff KPI as per relevant job requirement Build motivated and high performing team
