Job Summary

Cardno Emerging Markets USA, Ltd. (Cardno) is seeking candidates for a Public-Private Partnerships (PPP) Senior Advisor position for an upcoming USAID-funded health project in Uganda.

Key Responsibilities

The proposed PPP Senior Advisor will lead and support the development of partnerships between the public and private sectors in order to increase access to quality health services in Uganda. S/he will report to the Project’s Deputy Chief of Party (DCOP) and work closely with the project’s technical team to leverage and strengthen private healthcare networks, and improve the policy environment for PPPs for health in Uganda. The PPP Senior Advisor will lead efforts to engage public and private sector entities (including Ministry of Health, private companies, professional councils and associations, and service delivery organizations) in sustainable partnerships for health. S/he will support activities to mainstream the adoption of quality standards in the private health sector, advocate for the inclusion of the private sector in public health initiatives and policies, and assist with the implementation of the National Policy on Public-Private Partnership in Health.

This position is contingent upon project award and funding.

Other Requirements

• Advanced degree in public health, business administration, or other relevant field required. Master’s degree preferred
• Extensive experience in developing PPPs for health in Uganda or another Sub-Saharan country
• Demonstrable experience in stakeholder consultation, working with professional associations, and supporting policy initiatives
• Knowledge of the Ugandan health sector, with a focus on HIV/AIDS, malaria and TB programs
• Strong interpersonal, writing, and oral presentation skills
