The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African
States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
In seeking to achieve these objectives, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of a new organization structure and the filling of vacant posts.
The Commission of the African Union invites applicants who are citizens of Member States for the post of Senior Policy Officer for Telecommunications/ ICT.

Job Title: Senior Policy Officer for Telecommunications/ ICT

2. Major Duties and Responsibilities
a. To develop policies and regulatory frameworks for the development of
Telecommunications and Information and Communication Technologies (ICT) in Africa;
b. To promote the introduction of Telecommunications/ICT applications and services in all socio-development sectors;
c. To coordinate the implementation of Telecommunications/ICT Master plans for soft and hard infrastructure in Africa;
d. To prepare reports on the developments of Telecommunications /ICT in Africa
e. To contribute to the organization of workshops, seminars, meetings and conferences involving Member States and other stakeholders on Communications and Information Technologies issues;
f. To elaborate and monitor the implementation of the program and budget of the
African Union for the development of Telecommunications/ ICT infrastructure and services;
g. To perform any other duty as may be assigned
3. Educational Qualifications:
Candidates must have at least an engineering degree in
Telecommunications/ICT, Master Degree ICT related field or equivalent qualification;
A higher qualification will be and added advantage.
4. Work Experience:
Candidates must have at least 10 years of progressively relevant experience in the field of Telecommunications/ICT related fields, as well as programme/project management with a minimum of 5 years’ experience in policy development;
Experience at regional and/or international level in the field of Telecommunications/ICT related issues is desirable.
5. Other Relevant Skills:
Planning and organising - Proven ability to plan and organise work within a project; ability to make timely decisions;
Communication - Effective written, oral and presentation skills, particularly ability to draft/present information in a concise and accurate manner; ability to develop consensus among people with varying points of view.
Teamwork: Excellent interpersonal skills and ability to operate effectively across organizational boundaries; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity.
Judgment/Decision-making - Good judgment and initiative, imagination and resourcefulness, energy and tact, ability to ensure an effective work structure to maximize productivity and achieve Unit goals.
Computer literacy: Well-developed IT skills including efficient use of Microsoft office major applications: word processing, spread sheets Excel spread-sheet, Power Point and outlook. Other important computer applications will be an added advantage.
6. Language Requirement:
Proficiency in at least one of the African Union working languages (English, French,
Arabic and Portuguese) is a must have. Knowledge of the other working languages would be an added advantage.
7. Age Requirement:
Candidates must be between 35 and 50 years old at the time of application.
8. Tenure of Appointment:
The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months be consider as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.

10. Remuneration:
Indicative basic salary of US$33,619.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance ($14, 414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
