1. PETROLEUM DIVISION

The Commercial Manager Petroleum will be responsible for carrying out the coordination of all Petroleum sector performance and business practice monitoring function
Main Duties and Responsibilities:
a) Ensure that license applications are in conformity with laid down procedures and regulations and that the applicants conform to the requirements of the sector legislations.
b) Monitor licensee compliance with applicable laws, regulations and license terms and Conditions and prepare periodic reports for the Director of Petroleum on licensee compliance and performance yardstick to assist in the development of performance agreements between the Authority and the licensees.
c) Monitor and report anti-competition behavior.
d) Monitor product demand and supply situation.
e) Monitor and analyze domestic market price of petroleum products and make comparison with international prices and prepare reports for public information.
f) Organize submission of information from all licensees regarding petroleum products inventories and sales volumes and analyze such data for continuous update of the central Register of Petroleum Operations and the National Petroleum Information System.
g) Carry out any additional duties as may be assigned from time to time by the Director of Petroleum.
Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience:
a) University Degree in Geology, Engineering (Petroleum or Chemical Processing) or Earth Science from a recognized University;
b) Master or Postgraduate qualifications in relevant field or other fields such as Business Administration;
c) Knowledge and Competence in Information and Communications Technology (ICT) applications; and
d) Minimum of seven (7) years experience in senior position in the petroleum industry.
2. ZONAL OFFICE

The Zonal Manager will be responsible for administration of day to day activities of Zonal Office and carrying out the coordination of monitoring of regulated services with a Zone.
Main Duties and Responsibilities:
a) To ensure that customer complaints are handled properly;
b) To provide support in ensuring timely and effective provision of financial and administrative services to the zonal office.
c) To provide support in overseeing prudent management of the
Authority’s resources at zonal offices, including to keep records on their utilization
d) To monitor compliance inspections to regulated suppliers as may be directed by Divisional Directors;
e) Conduct pre-license inspections and monitor compliance to license terms and conditions as may be directed by Divisional Directors;
f) Provide support to the awareness and public education activities in the zone;
g) Act as spokesman of the zonal office under the direction of his/her superiors; and
h) Carry out any additional duties as may be assigned from time to time by superiors.
Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience:
a) University Degree in Law, Business Administration, General Management, Economics or Engineering.
b) Possession of Master degree or Post graduate qualifications in any of the above mentioned fields.

3. LEGAL SERVICE DIVISION

Principal Legal Officer will be responsible for drafting, interpretation and implementation legal and regulatory instruments and providing advice to the Authority on legal aspect matters.
Main Duties and Responsibilities:
a) To coordinate interpretation of all regulatory legislation and other legal documents.
b) To assist in representing the Authority in matters of litigation.
c) To coordinate implementation of laws, regulations, rules, contracts, agreements and other legal instruments, including providing legal advice on internal matters such as Human Resources, procurement and contracts for goods and services entered into by the Authority.
d) To provide inputs to research on legislation and other legal aspects pertaining to regulated sectors and the role and functions of the Authority.
e) To coordinate provision of legal inputs and advice to and settle consumer complaints as well as from regulated suppliers.
f) To participate in consumer complaints hearing sessions.
g) To participate in drafting various legal instruments.
h) To effectively supervise and guide members of staff reporting on the job.
i) To undertake any other duties as assigned by the supervisor.
j) Carry out any additional duties as may be assigned from time to time by superiors.
Academic Qualifications and Experience

a) University Degree in Laws (LL.B) from a recognized university
b) Master degree in Law or any additional post graduate qualifications in the field or others such as Business Administration.

c) To assist in interpretation of all regulatory legislation and other legal documents
d) To assist in coordinating, drafting and updating concessions, lease and license agreements in the regulated sectors
e) To assist in reviewing appeals, procedures and enforce actions
f) To assist in providing inputs to research on legislation and other legal aspects pertaining to regulated sectors and the role and functions of the Authority
g) To participate in provision of legal inputs and advice to and settle consumer complaints as well as from regulated suppliers

4. ELECTRICITY DIVISION

Electricity Inspector will assist in monitoring of electricity regulated sector to ensure the conformity with the Act and best practice.
Main Duties and Responsibilities:
a) To assist in coordination of process of overseeing effective and efficient application of provisions of the Electricity Act in order to ensure that environmental and safety aspects of electricity sector are in conformity with provision of the Act and good industry practices.
b) To assist in ensuring optimal provision of environmental and safety inputs to regulating and controlling the distribution and sale of electricity.
c) To participate in coordination of inspection of electrical installation to ensure compliance with applicable industry standards.
d) To participate in reviewing performance and conduct of contractors and wiremen to identifying malpractices.
e) To participate in inspecting various premises and recommend correction or re-wiring.
f) To participate in inspecting premises damaged by electrical accidents.
g) To participate in pre and post installation inspection of electrical generators.
h) To undertake any other related duties as assigned by the supervisor.
Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience:
a) University Degree in Electrical Engineering.

c) No prior work experience is required but possession of work experience in related fields will be an added advantage.
5. CORPORATE AFFAIRS DIVISION

a) Form IV with Class C driving license.
b) Trade Test Grade II or Mechanics Certificate from a recognized institution is a required.
c) Possession of not less than three (3) years work experience without causing any accident.
d) Experience in VIP driving will be an added advantage
