HYGIENE PROMOTION COORDINATOR


Catholic Relief Services (CRS) is the overseas relief and development agency arm of the United States Conference of Catholic Bishops. It was founded 1943 and works in over 100 countries globally. CRS has worked in Southern Sudan since 1989, supporting and implementing initiatives in Emergency Response, Peace-building, Agriculture, Health, Education, and Income Generation. CRS’ work reflects and expresses the principles of Catholic Social Teaching however CRS assists persons on the basis of need, not race, creed, or nationality. 
Catholic Relief Services South Sudan Program wishes to recruit highly competent, proactive and self-driven persons (South Sudanese National only) to fill the position of Hygiene Promotion Coordinator to be based in Juba and Fields in South Sudan.

PURPOSE OF THE POSITION:
CRS South Sudan is implementing two major water, sanitation and hygiene (WASH) programs funded by OFDA and UNICEF in Jonglei, Eastern Equatoria and Central Equatoria States.
The purpose of the position is to facilitate and coordinate the programs activities such as borehole drilling, borehole rehabilitation, strengthening of Water Management Committees, promotion of Arborloo latrines for households, hygiene promotion and institutional latrine construction.

KEY RESPONSIBILITIES

The Hygiene Promotion Coordinator will work closely with the WASH Program Manager to ensure that consistent, high-quality Behaviour Change Communication activities are implemented across projects. 
Specific responsibilities will include: 
Project planning and oversight
·         Develop and implement effective WASH work plans and budgets that allow for timely implementation of activities.
·         Plan and coordinate hygiene activities in a phased and prioritized manner in coordination with the Water Management Committees, Village Health Committees and Government departments at the payam and county levels.
·         Ensure that project activities are carried out in a consultative manner with community members, particularly women.

Capacity building of Water Management Committees
·         Develop strategies to strengthen Water Management Committees, including use of the Life Cycle Costing Approach.
·         Formalize within CRS South Sudan a process through which Water Management Committees are formed and trained based on successes and experience in-country and beyond.
·         Form and train Water Management Committees prior to the installation of water points on preparing a constitution, setting user fees, budget tracking and monitoring and operations and maintenance.
·         Provide refresher training and coaching for Water Management Committees on operations and maintenance as needed.
·         Coordinate a mapping exercise of water point conditions and Water Management Committee functionality using GIS and monitor on a regular basis. 

Hygiene promotion
·         Liaise with Government, UN bodies and WASH partners for the proper execution of sanitation and hygiene promotion activities in communities.
·         Organize and coordinate CLTS training for CRS staff.
·         Conduct formative research to identify who the target audiences in the project are, key messages the project should highlight and appropriate communication channels that the project will utilize.
·         Develop hygiene promotion messages and materials for use by Community Hygiene Promoters, Village Health Committees, religious leaders, Water Management Committees and natural leaders identified through the CLTS process.
·         Coordinate training for Community Hygiene Promoters on the Arborloo technology.

Monitoring and documentation
·         Conduct regular field-level monitoring and provide reports to the WASH Program Manager on progress according to agreed formats and timeframe.
·         Establish effective monitoring, information and reporting systems for hygiene promotion activities
·         Document lessons learned, promising practices and case studies from the project. 
·         Monitor the progress of project activities against targets on a regular basis. Submit monitoring reports with recommendations for follow-up action to the WASH Program Manager.
·         Monitor expenses for the Hygiene Promotion activities, ensuring adherence to budgets and compliance with donor requirements.

Representation and communication
·         Represent CRS in a professional manner when meeting with the government authorities, NGOs and community based structures. 
·         Where possible, identify possible links with donors and other organizations and government departments to leverage funding for additional support to target villages.
·         Maintain close contact with CRS’ Regional Technical Advisor for WASH in East Africa to ensure that project implementation is in accordance with CRS programming principles and CRS core values.
·         Participate in the WASH Cluster Meeting at National, State and Guinea Worm Task Force meetings where applicable.

Supervision
·         Supervise the performance of CRS’ Community Hygiene Promoters.
·         Build the capacity of CRS’ Community Hygiene Promoters to effectively perform their jobs through on-the-job training and mentoring.
·         Conduct regular coaching sessions with supervises. 


MINIMUM QUALIFICATIONS/EXPERIENCE
·         University degree in any one of the following disciplines:  Public Health, social/behavioral sciences or a related field.
·         Minimum 3 years working for a non-governmental organization or a reputable international organization.
·         Prior experience in hygiene promotion and community mobilization.
·         Practical experience working with community based structures
·         Experience directly implementing hygiene promotion programs in South Sudan

·         Formal training in CLTS and practical experience facilitating CLTS

·         Experience developing hygiene promotion messages and materials.
·         Previous experience in managing US and UNICEF grants

·         Ability to live and work in a challenging environment with regular travel to field locations
·         Competent in Windows, MS Office programs, Power Point and internet
·         Excellent verbal and written communication skills
·         Strong command of English, both spoken and written
·         Knowledge of local languages such as Arabic, Dinka or Toposa
