GENERAL SUMMARY
General Summary
Christian Mission Aid (CMA) is an
inter-denominational relief and development organization challenged to meet the
needs of people not reached by other organizations. CMA undertakes programs in South Sudan,
Uganda and Kenya and has been registered as an international organization in
South Sudan since 2008. CMA’s programs reach all community members regardless
of gender, ethnicity or religious belief.
CMA’s success has been built on a foundation of African leaders who
apply Christian commitment, expert local knowledge and innovative strategies to
solve community problems.
The
Rapid Results Health Project (RRHP)
is a multi‐year health project in Upper Nile and
Jonglei
States. The objective of RRHP is to
improve the delivery of high impact primary health care services through a)
health systems strengthening and b) health service delivery. RRHP is financially assisted by the World
Bank through the Ministry of Health and managed by IMA World Health. CMA has been awarded subcontracts to
implement the RRHP in Fangak, Pigi and Nyirol Counties in Jonglei State, and
Longechuk County in Upper Nile State.
The implementation of the RRHP will involve working collaboratively with
the County Health Departments. With a
goal of strengthening the capacity of both the CHD and the primary health care
facilities, CMA will provide appropriate training, equipment, materials and
supplies, and timely supportive supervision.
By the end of the planned five year project, CMA is expected to have
built up the capacity of the CHD so that it will be capable of properly
managing the delivery of health services through strengthened primary health
care facilities at the community level.
Purpose
The RRHP Project Coordinator will be responsible
for managing the implementation of the project by providing leadership,
direction and operational oversight at all levels of the project to be
implemented in four counties within Jonglei and Upper Nile States. The Project Coordinator will also provide key
technical input into the capacity development of CHDs and the health
facilities.
Structure of Authority
The incumbent will report to the
Medical Coordinator, based in South Sudan Country Office.
Mandated Aims
§ Manage the relationships with the CHD,
the local authorities/partners and other stakeholders.
§ Provide technical input into capacity
development planning an implementation.
§ Representation and internal / external
communication
§ Supervision of all the health
facilities e.g. PHCUs, PHCCs & County
Hospitals in close collaboration with
the CHD
§ Assessments, reviews and surveillance
interventions.
§ Lead in project planning,
implementation, monitoring and reporting.
Core
Responsibilities
§ Provide oversight and leadership on
the implementation of Rapid Results Health Project in Longechuk, Fangak, Pigi and Nyirol counties
of South Sudan.
§ Work closely with the CMA Medical
Coordinator to advance in terms of
delivery the South Sudan RRHP
Medical/health Program
§ Coordinate and assist in sustaining a
high impact, high quality and cost effective primary health care in Longechuk,
Fangak, Pigi and Nyirol counties of South Sudan.
§ Ensure development of the capacities
of the CHDs, PHCCs, VHCs and other community based structures (including home
health promoters) to deliver best quality, far reaching and high-impact health
care services in the four counties.
§ Coordinate monitoring and evaluation of
the RRHP project activities in collaboration with the office of the CMA Monitoring
& Evaluation specialist and the Medical Coordinator.
§ Make frequent/regular travel to all
the targeted facilities and also the CHD as required to deliver capacity
development support, supervision, monitoring and follow-ups on RRHP activities
in respective counties.
§ Take a leading role in coordinating
and evaluating CHDs achievements against the targeted indicators as set by CMA
and IMA and fulfill their mandate as set out in the BPHS.
§ Recommend useful development and
enhancement/improvement concepts in the course of implementation of the RRHP project.
§ Lead in developing CHD capacity
development plans so they are able to complete the health facility reports on
time; analyze/evaluate the important documents such as Quantitative Supervisory
Checklist (QSC), HMIS, and IDSR reports as required.
§ Coordinate the implementation of health
activities of the EPI (as measured by DPT3 coverage), ANC and >5 services.
§ Advise/take part in the planning and
revision of operating budgets designed to assist facilities achieve their
performance targets with particular emphasis on EPI, ANC, HMIS reporting and
<5 services.
§ Coordinate CMAs involvement in county
level fora/alliances/planning bodies with relevant stakeholders (MOH, IMA and other
local authorities)
§ Conduct monthly and quarterly
supervisory meetings as required.
§ Conduct supervisory visits to CHDs
and health facilities ensuring that training events are complemented with
in-service capacity development activities and on-the-job coaching in the
course of the RRHP project implementation.
§ In addition to the responsibilities
outlined above, the incumbent will upon instruction by his / her superior (s),
perform ad hoc activities which are either by their nature related to his / her
normal duties or evolve from operational requirements.
Qualifications:
§ Relevant academic degree or further
qualification (e.g. Health Management/Public Health)
§ Registered with the respective
Countries’ Professional body.
§ Possession of Masters Degree /
or a bachelors degree with a bias in public health/ basic epidemiological background.
§ At least 4 years progressive
professional work experience in management of health projects/program in a
senior position within an international development organization/NGO.
§ Demonstrated experience in project cycle
management (planning activities and budgets, monitoring project achievements
against plans and reporting project results as per donor defined formats and
templates;
§ Experience in dealing with a variety
of Government ministries, local and international organizations, and other
partners will be an added advantage.

in development in South Sudan specifically, and related capacity development
needs within the health delivery system;
§ Good co-ordination and communication
skills;
§ Competency in networking with
(national and local government, partners, projects, NGO alliances);
§ Computer literate with experience in
database management and use of Microsoft packages such as Outlook, Word,
PowerPoint, Excel, Access; and working experience with HMIS;
§ Ability to prioritize work and meet
deadlines;
§ Ability to work with minimum
supervision, high level of autonomy and flexibility;
