Catholic Relief Services
(CRS) is the overseas relief and development agency arm of the United States
Conference of Catholic Bishops. It was founded 1943 and works in over 100
countries globally. CRS has worked in Southern Sudan since 1989, supporting and
implementing initiatives in Emergency Response, Peace-building, Agriculture,
Health, Education, and Income Generation. CRS’ work reflects and expresses the
principles of Catholic Social Teaching however CRS assists persons on the basis
of need, not race, creed, or nationality.
Catholic
Relief Services South Sudan Program wishes to recruit highly competent,
proactive and self-driven persons (South
Sudanese National only) to hire
Temporary Senior Governance Project.
PURPOSE OF THE POSITION:
The
Senior Governance Project Officer will implement and monitor the Governance
Constitutional Review Process activities in partnership with the above named
Catholic Dioceses of Southern Sudan. He
or she will concentrate on strengthening diocesan capacity for Constitutional
Review Process and provide ongoing technical support for the various dioceses
and strategic partners.
KEY RESPONSIBILITIES
1.
Representation
- Participate
in moderated group discussions and public events.
- Lead
meetings with Diocesan administration (Justice and Peace Officials), local
and international NGOs, other Church partners and communities involved in
CRS Governance activities.
- Coordinate and liaise with CRS Peace
Building team.
2. Program
Implementation
- Ensure
CRS Governance program activities are implemented as proposed and are
meeting targeted objectives
- Provide
technical support to partners and staff around governance and
peace-building concepts and strategies.
- Coordinate
and facilitate capacity building trainings for project stakeholders and
counterparts-Especially in carrying out public events and documentation of
events.
- Manage
program activities in the absence of sector-specific program managers
- Inform
sector-specific program coordinators when activities are not implemented
as planned
- Ensure
that information is collected in a timely manner for compliance with donor
regulations/reporting
3. Development
- Advise
CRS Senior Management Team on potential areas for new programming or
potential flashpoint areas for gaps related to the Constitutional Review
Project
- Assist
in proposal development
- Ensure
that issues of gender, equity and justice are included in all activities
and proposals
4. Monitoring
and Evaluation
- Visit project sites
regularly to monitor CRS and partner activities
- Monitor project finances
(in collaboration with the Program Manager and finance staff) to ensure
funds are being used according to the approved budget and project
objectives
- Compile
and submit narrative reports as per donor requirements.
MINIMUM QUALIFICATIONS/EXPERIENCE
- Under-graduate
degree in development-related field
- 3-5
years experience or equivalent in program design, implementation,
management and M&E (peace building or governance work preferred)
- Demonstrated
experience working with communities at the grass root level
- Demonstrated
experience working with local & national government officials and
church networks
- Demonstrated
experience with donor funding regulations
- Excellent
written and interpersonal communication skills
- Demonstrated
organizational skills and ability to manage multiple tasks simultaneously
- Proficient
in the use of MS Windows and MS Office programs.
