Watumishi Housing Company (WHC) is a public entity responsible for provision of affordable houses and in particular, the implementation of the Public Servants Housing Scheme (PSHS) and management of Watumishi Housing Company Real Estate Investment Trust (WHC-REIT). Shareholders of WHC and the financiers of the PSHS are National Social Security Fund (NSSF), PPF Pensions Fund (PPF), Public Service Pensions Fund (PSPF), LAPF Pensions Fund (LAPF), Government Employees Provident Fund (GEPF), National Health Insurance Fund (NHIF) and National Housing Corporation (NHC).ln order to implement its objectives, WHC would like to invite suitably qualified Tanzanians to join its lean, entrepreneurial and dynamic team by filling the following vacancy:
OPERATIONS DEPARTMENT
l. Chief Operations Officer - One Post
a) Duty Station: WHC Head Office Dar es Salaam
b) Reporting to: Chief Executive Officer (CEO)
c) Salary Grade: 2
Reporting to the Chief Executive Officer, COO will be responsible for all the day-to-day operations of the Public Servants Housing Scheme with the overall objective of constructing quality affordable houses.
The incumbent is expected to play a supervisory, technical and organizational role in various construction projects.
d) Specific Duties and Responsibilities:
i) Provide technical advice to the management on the implementation of the scheme;
ii) Responsible for land acquisition, planning and designing of the public servants housing projects and ensure timely execution;
iii) Oversee timely project finance and delivery of the houses to public servants;
iv) Liaise with participating banks, shareholder and employers to ensure that all applicants who applies for loans to the scheme are satisfied;
v) Set out the rules and regulations as well as monitoring the process work flow from the implementation stage up to completion of the houses;
vi) Prepare and present periodic project reports to the management; and
vii) Undertake any other related duties as may be assigned by the Chief Executive Officer.
e) Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications, experience:
i) Holder of a Masters Degree/Postgraduate qualifications in one of the following disciplines: Civil Engineering; Project Management, Architecture, Real Estate Development or related fields;
ii) Must be registered by appropriate Professional Bodies;
iii) Solid track record and experience in construction works and project management;
iv) Knowledge and Competence ip Information and Communications Technology (JCT) applications such as AUTOCAD, Microsoft Projects and Design Software; and
v) Not less than ten (I 0) years post qualification experience in construction industry out of which five
(5) years must be in senior position.
t) Functional and Technical Competencies
i) Ability to manage multiple construction projects;
ii) Competent in real estate development:
iii) Ability to effectively manage real estate portfolio:
iv) Ability to assess project designs;
v) Ability to communicate effectively;
vi) Ability to coordinate selection/procurement of consultants and contractors of the projects;
vii) Able to meet aggressive deadlines:
ix) Ability to travel extensively within the country; and
x) Customer oriented team player with strong interpersonal skills.
TENURE AND REMUNERATION '
