The Africa Poverty Reduction and Economic Management Group (AFR PREM) plays a key role in implementing the Africa Region Strategy and the Governance and Anti-Corruption (GAC) strategy. It has particularly significant responsibilities in strengthening efforts to build sustainable and effective institutions that can help bring about shared growth and poverty reduction in the countries of the region. Strengthening economic policy and public sector governance are two key priorities for the department.
The AFTP1 unit is part of AFR PREM and focuses on economic and public sector management in Southern Africa, including trade, poverty and gender. The work of the unit includes lending, analytical and advisory activities and other engagement, with an increasing focus on knowledge. The unit provides support to key stakeholders, in government, private sector and civil society and also plays an important catalytic role in the Country Management Units (CMUs).
Regarding its public sector management pillar, the unit focuses on some of the following core thematic areas: public expenditure management, including public finance management, public investment management, decentralization, civil service management, anti-corruption, legal and judicial reform, and natural resource management. Political economy and demand-side governance are additional areas in which there is growing work in the unit.
AFTP1 staff consists of economists, political scientists, lawyers and others. The unit is managed by a Sector Manager. Four Lead Economists and Sector Leaders oversee the work for each of the four CMUs. One Governance Cluster Leader oversees the work on the public sector governance pillar in the Southern Africa Cluster. The Southern Africa Governance Cluster focuses on providing analytical and operational services to external and internal clients in the 15 Southern African countries.
The CMU for this position covers Angola, Mozambique and Sao Tome and Principe. AFTP1 has an active portfolio in this CMU, stretching from lending to analytical and advisory work to other areas. Public sector Governance is an area that is in increasing demand both by clients and donors and within the Bank, and demand-side governance is one key area where new engagement is being sought on the basis of the recent demand in the country.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
AFTP1 is looking to recruit a staff specialized in public sector governance, to be based in Maputo, Mozambique to work on the development, management and monitoring of the governance program and its economic policy implications with a focus on Mozambique.
The selected candidate will report directly to the Sector Manager and will work closely with the decentralized Southern Africa Cluster Leader (CL) based in Pretoria as well as coordinate her/his work with the Sector Leader/Lead Economist based in Maputo. She/he will be expected to carry out the following duties:
•Carry out independent research on governance and economic policy in Mozambique and contribute to analytical work relevant for the policy dialogue on public sector reform governance; including demand-side governance.
•Advise project teams on improving demand-side governance aspects of their projects, where relevant, including the involvement of demand-side stakeholders in the preparation and / or monitoring of projects in the pipeline or portfolio and in the integration of demand side governance mechanisms;
•Assist the Sector Leader and Cluster Leader in the work program deliverables for the cluster program in Mozambique and other countries of the CMU as required;
•Help strengthen the linkages between governance and economic policy work and help mainstream governance across sectors;
•Participate in multisectoral analytical and operational work.
-Master’s degree with at least five years of experience in public administration, economics, social science, political science, or other related field;
-Excellent analytical skills;
-Experience in public sector governance issues;
-Experience in demand-side governance activities, including work with civil society and local communities and familiarity with instruments such as citizens score-cards, participatory budgeting etc.
-Demonstrated track-record of delivering tasks in time and quality;
-Ability to work under tight deadlines and ability to juggle multiple tasks;
-Strong organizational, research, and oral presentation skills;
-Proven ability to work in a team and intercultural environment, with minimal supervision; including strong client engagement skills;
-Hands-on and action-oriented approach;
-Excellent oral and written communication skills in English. Fluency in Portuguese and/or ability to learn it quickly is a plus.
-Enthusiasm for and commitment to development work;
-Familiarity with Mozambique or field experiences in Africa or in developing countries is a plus; and
-Willingness to travel.
