Summary:
The Technical Advisor, IPACS II will engage directly in oversight and implementation of Assessments and partnerships with local universities. The Technical Advisor will oversee program evaluations and civil society assessments implemented by the IPACS II program. This position is based in Arlington, Virginia and reports to the Director, Afghanistan.
Duties and Responsibilities:
- Manage final civil society program assessments and engage partnerships from Universities and/or think tanks in development and implementation of assessments, including cost share contributions
- Establishes programmatic targets, identifies best approaches for
implementation of programs, and provides technical direction as appropriate - Develop outreach initiatives with donors, US Government officials, universities and think tanks
- Provides strategic and technical guidance to relevant key staff
- Monitors and evaluates program performance through regular
tracking and analysis of M&E data and periodic travel to project sites - Provides support to Counterpart’s knowledge management team in development of program assessments/evaluations, including baseline, midterm, and final activities
- Monitors program finances and monthly pipelines, and provides
oversight and guidance to field teams concerning program expenditures, working closely with HQ accountants and field finance managers - Identifies best practices and lessons learned, and based on that
learning, develops suggested amendments/revisions to Counterpart civil society methodologies as appropriate. - Assists in the identification of new corporate, non-profit or
governmental partners - Participates in project design (methodologies, best practices and
lessons learned) and assists with proposal writing. - Assists with development of proposal budgets.
- Represents Counterpart at conferences and other events.
- Prepares and distributes written materials for publicity purposes.

Qualifications:
- Master’s degree in political science, international relations, development studies, and/or other related field
- Minimum of 9 to 11 years of previous work experience in international development
- Minimum of 5 to 7 years of experience managing or backstopping USAID-funded programs in Afghanistan or other post-conflict environments
- Sound and demonstrated project management experience, including budget and financial management
- Strong internet and computer software skills, including MS Office Suite program, and web-based research tools, as well as ability to work in complex database environments
- Working knowledge of USAID’s program frameworks and performance monitoring and evaluation methodologies and indicators
- Strong written and verbal communication skills
- Ability to work in multi-cultural and lingual settings (travel to Afghanistan required)
- Strong, demonstrated inter-personal and negotiation skill
- Ability to manage and motivate diverse teams
- Robust multi-tasking skills and attention to detail under time-pressure and on short-deadlines
- Fluency in written and spoken English required.
