Under the general supervision of the Program Director, the Technical Director will ensure the technical quality of the Iringa Combination Prevention (ICP) Study interventions. He/she will assist the Program Director to ensure that the programs are implemented according to plan; provide significant technical oversight; oversee the clinical aspects of the program, and act on behalf of the Program Director in his/her absence.

- Support the ICP study implementation by taking a leadership role in the development and oversight of technical and clinical strategies and program implementation – in support of, and as an advisor to, the Program Director
- Provide leadership for technical and clinical staff working on the ICP study – overseeing strategy formulation including development of objectives, roles and responsibilities of clinical staff, plans for overall flow of information and knowledge between staff and ICP leadership
- Oversee the quality of clinical interventions including overall coordination for the development/adaptation of curricula, job aids, clinical training, quality assurance, supervision, mentoring and supporting M&E tools and processes related to clinical care – for both the intervention and the comparison clusters
- Collaborate closely with regional and district health authorities on the planning and implementation of technical and clinical activities
- Support the Program Director in the oversight of MOUs, contracts and other agreements with the regional and district authorities
- Collaborate closely with HRH, research and implementation partners to ensure coordinated implementation of clinical activities as part of the study
- Motivate and mentor assigned staff and consultants
- At designation of the Program Director, represent Jhpiego in professional circles through meetings, conferences and presentations
- Develop and maintain excellent relationships with colleagues and donors within the country and region
- In support of the Program Director ensure successful programmatic, technical and financial implementation of the project’s programs and awards – including ensuring that programs are working within resources available and that they are fiscally sound while attaining set targets
- Work with the technical and clinical team to ensure preparation and timely submission of all programmatic and financial reports to Jhpiego and donors
- Work with the technical and clinical team, and in support to the Program Director, to develop and modify project specific work plans including budgets
- Regularly review work plan matrices and budgets with responsible members of the technical and clinical team, in consultation with the Program Director
- Assure that sufficient numbers of clinicians and technical advisors are hired for on-time delivery of study interventions
- Review and provide feedback on programmatic reports to be submitted to donors
- Assist the Program Director to track and share successes, challenges and lessons learned

- Advanced Degree in nursing or medicine with program and clinical experience in HIV, reproductive health and maternal health programs
- 5+ years of mid- to senior-level experience designing, implementing or managing public health programs in multiple countries
- 2+ years of experience working in public health and clinical care in Tanzania
- Experience living and working in Tanzania required, with experience in Iringa region desirable
- Demonstrated experience in the oversight and development of clinical training curricula
- Strong leadership and technical qualities in HIV, RH and MCH service delivery
- Demonstrated expertise in working with USAID missions and host country senior government officials and policy makers
- Excellent interpersonal, writing, and oral presentation skills
- Expertise in research to practice – identifying best practices and adapting them to program realities
- A team player accustomed to building team capacity, delegating working teams, and developing communities of learning among host country partners and counterparts
- Fluent in written and spoken English, conversational Kiswahili (or more) desirable
- Ability to travel up to 30% of the time
