Qualifying Congolese are strongly advised to apply IRC’s DRC Child & Youth Protection and Development Program (CYPD) is recruiting a Research, Monitoring & Evaluation Coordinator, R, M& E Coordinator to lead the design, review and implementation of all research, monitoring and evaluation activities for a new girls’ education project in DRC. The R, M&E Coordinator will be instrumental in launching and supervising the baseline assessment for the project, setting up an efficient project monitoring system and overseeing the project impact evaluation across all project partners. The Coordinator will also work closely with the Senior M&E Manager currently managing M&E for the Opportunities for Equitable Access to Basic, Quality Primary Education (OPEQ) Project financed by USAID. The Research, Monitoring & Evaluation Coordinator will be based in Lubumbashi, Katanga, with frequent travel to Kinshasa and other DRC provinces.
The R, M&E Coordinator will provide direct technical supervision to a team of more than 8 local M&E staff based in different project implementation sites. The R, M&E Coordinator will play a critical role in increasing the capacity of local staff to effectively monitor project implementation as well as manage qualitative and quantitative data collection for the project’s impact evaluation. The R, M&E Coordinator will report directly to the project Team Leader, with technical supervision from the Girls’ Education Technical Advisor.
Responsibilities: The R, M&E Coordinator will be responsible for the design, review and implementation of all research, monitoring and evaluation activities in DR Congo. Specific responsibilities include: • Ensure adherence to the general research design, sample selection, data management and analysis and overall research project management. • Directly supervise monitoring and evaluation staff for both project monitoring and the impact evaluation. • Plan and supervise all impact evaluation activities. The impact evaluation includes a mix of quantitative assessments at the individual level and household level (baseline, midline, endline), longitudinal tracking of individuals, as well as a qualitative component. o Piloting and implementing survey instruments, including programming questions onto a mobile phone o Training and supervising data collection staff in data collection procedures, data quality and quality control procedures, storage procedures, etc. o Managing translation of assessments into local language o Managing all field logistics, procuring products, getting approvals from local authorities o Ensuring all data quality protocols are followed in order to ensure high quality data o Managing data collections from the household or individual level to a final, clean dataset delivered to academic partners o Managing the research budget o Working closely with partners implementing the impact evaluation to ensure study protocols are followed o Communicate regularly with the projects academic partners and the IRC’s Research, Evaluation and Learning Unit • Plan and supervise all monitoring activities. o Develop monitoring tools and systems o Ensure the proper collection, filing and archiving of all project monitoring data in all project field sites o Train M&E staff in quality control and supervision of monitoring data collection in field sites o Manage the project monitoring database, consolidating data from all project field sites, cleaning data and conducting data verification checks on a regular basis o Ensure the project monitoring data is up to date and available to project staff, partners and donors; ensure all data included in donor reports is accurate and reflects achievements to date o Review and contribute to ongoing improvement of the CYPD monitoring system, in order to respond to new project monitoring needs. o Collaborate with the senior project management team to analyze project monitoring and evaluation data and contribute to on-going learning throughout project implementation • Develop and ensure the implementation of a project knowledge sharing strategy that ensures that all project stakeholders can learn from the project implementation • Contribute to donor reports as it concerns R, M&E activities, lessons learned and challenges • Participate in the development of the program implementation strategy, annual work plans and other program implementation and monitoring planning documents. • Provide technical supervision to a team of field M&E staff, including recruitment and performance management, developing and implementing trainings and on-going professional development activities, and motivating staff performance • Other tasks relevant to fulfilling the objective of the CYPD programs in DR Congo
Requirements: • Bachelor’s or Masters degree (social science, public policy, international development, development economics, or a related discipline) • 3-6 years experience managing social science field research; experience managing rigorous education research preferred, including supervising data collection, teams of field workers, survey design and implementation • Experience with data management and statistical analysis packages, including SPSS and STATA • Ability to handle multiple tasks; proven self-initiative, problem solving abilities, and strong organizational and communication skills • Demonstrated ability to work successfully with diverse constituencies • Proven experience in supervision and training in M&E and/or applied research, specific experience training for local teams and local partners an asset • Experience working in unstable areas and in Africa • Written and spoken fluency in French and English
Security Situation/Housing: The R, M&E Coordinator will be based out of Lubumbashi. Lubumbashi is usually quiet and relatively safe. Petty crime is present but expatriates can normally move around without harassment or danger. For expatriates, the R, M&E Coordinator will be provided with individual housing in a shared compound. This position is unaccompanied.
