Job Summary
Cardno Emerging Markets (UK) Ltd are planning for future EU EDF TA requirements for advisory Technical Assistance to National Authorising Officers in Africa, Caribbean and Pacific Island countries, e.g. Papua New Guinea, Sierra Leone, Zambia, Gambia and others.
The positions will be mostly long-term with some short-term. Start date likely in 2013.

Key Responsibilities
Programme Management TA would be expected to have all of the following background and expertise:
- An absolute minimum of 10 years professional experience in international development
- A university degree in economics or management-related subject
- Extensive experience in project/programme management positions, including long-term assignments in Africa, Pacific or Caribbean (ACP) region
- A thorough understanding of donor agency programing modalities
- Solid, long-term practical experience and knowledge of EU’s EDF programme management processes, procedures and regulations, including Project Cycle Management, logical frameworks, financial and administrative management, imprest accounts, programme estimates, etc.
- Previous long-term position(s) providing technical assistance to National Authorising Officers in ACP countries
- Skill in institutional strengthening and capacity building of NAO staff in programme management at all stages of the project cycle.
- A wealth of previous experience working in ACP countries.
- Fluency in both spoken and written English (some positions will also require fluent French)
- Capable of producing high quality written reports to deadlines
- Strong interpersonal and communication skills with the ability to work effectively with a wide range of stakeholders at all levels to achieve results.
