Job Summary

​Cardno Emerging Markets (UK) Ltd are planning for future EU EDF TA requirements for advisory Technical Assistance to National Authorising Officers in Africa, Caribbean and Pacific Island countries, e.g. Papua New Guinea, Sierra Leone, Zambia, Gambia and others.
The positions will be mostly long-term with some short-term.  Start date likely in 2013.

Key Responsibilities

​The EU/EDF Finance, Administration and Procurement Experts would be expected to have the following background and expertise:

• At least 10 years professional experience in international development
• A university degree or equivalent level qualification in finance or accounting subjects.
• Extensive experience, including long-term positions, undertaking and providing advice on financial management of EU/EDF projects/ programmes in Africa, Pacific and/or Caribbean countries
• Solid long-term practical experience and knowledge of the EU’s EDF processes, procedures and regulations relating to financial management and administration of EDF projects and programmes
• Extensive experience in procurement and contracts management in accordance with EU/EDF rules and regulations
