POSITION SUMMARY: Under the supervision of the Project Manager, the holder of this position plans, implements, and monitors and documents all activities related to Livestock component of the project. Also organise and facilitates necessary training, follow-up, support and guidance to the restocked households. The Livestock Officer will work closely with the Ministry of Livestock, Puntland and other partners in the implementation of LEAPS project and related intervention in the project area. The position plays a crucial role in the provision of technical support for the camel restocking activities.
POSITION PURPOSE
• To define the project objectives and ensure quality control throughout the project life cycle • Facilitate targeting of beneficiaries engaged in camel restocking and delivery of livestock extension services • Monitoring, Evaluation, Activity Reporting and documentation • Organise and implement capacity building activities
SPECIFIC ROLES AND RESPONSIBILITIES: • Organise trainings for the restocked beneficiaries on camel health, management and business skills • Take lead in performing the clinical aspects of the camel health care and management • Diagnose and recommend curative and preventive measures for the camels during the project period • Work collaboratively with and other project stakeholders in designing and implementing an integrated program using participatory methodology; • Foster a collaborative team atmosphere which engages the stakeholders; • Examine the camels at point of sale to diagnose their health problems, productivity, age and give advice • Monitor and evaluate the camel restocking activities • Coordinate training of beneficiaries to ensure continuity of animal health cares and disease reporting • Responsible for animal husbandry including feeding, watering and reproductive health management of restocked animals during the project period • Research camel diseases in the region and develop good working relationship with animal health service providers in the region • Work closely with ministry of livestock in puntland to link beneficiaries with other animal health services • Liaise directly with communities, elders and local authorities, as well as other agencies operational in the project locations regularly to ensure coordination and effective implementation of activities; • Oversee and manage project expenditures, ensure budget is strictly adhered to, financial procedures are observed and all supporting documents are sent to Nairobi as per required schedule; • Ensure implementation of projects is in conformity with donor guidelines and procedures; • Provide weekly and monthly activity plans and ensure its full implementation under the guidance of the program manager; • Mobilise traders, vendors and beneficiaries to participate effectively in the voucher system • Monitor the payment, redemption and reconciliation of the voucher system • Document success stories ,best practices and challenges encountered during the project period and promote learning • In liaison with the community leaders, local authorities and the beneficiaries ensure the Adeso interventions are well understood with full participation;Manage and training of field supervisors and Community Mobilizers, monitors; • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Adeso and to not jeopardize its humanitarian mission; • Other duties as assigned
SKILLS AND QUALIFICATIONS: Essential: • University Degree in Animal health/livestock production, livestock marketing or other relevant subjects. • Minimum three years experience in project implementation and field supervision in livestock livelihoods • Robust technical knowledge on livestock livelihoods in Pastoral Regions, preferably in Somalia Regions; • Experience in assessment methodologies (PRA, RRA, Logical Framework Analysis etc), organizing and implementation of vouchers, market interventions, cash based response intervention; • Experience working in restocking programs and good knowledge of Livestock Emergency Guidelines and Standard(LEGS) Commitment to local capacity building and the ability to engage local stakeholders in project design and implementation; Creative ‘out-of-the-box’ thinking and dedication to high-quality program implementation; Knowledge and understanding of Somali Context society; Ability to work simultaneously on multiple tasks and keep to deadlines; Strong team player and communicator; • Willing to interact effectively with international and national personnel and other partners. • Proven planning, report writing, monitoring and management skills; • Excellent communication skills with fluency in written and spoken English; • Good IT skills including the use of word excel and database software; • Ability and willingness to make frequent field visits to the project areas; • Demonstrable ability to adapt to changing program priorities. • Proficiency in oral and written English and Somali language skills preferred.
