BACKGROUND:
he Republic of South Sudan has recently emerged from decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The 2005 Comprehensive Peace Agreement ushered in an era of post-conflict development efforts, which took on new dimensions following independence in July 2011. The security situation remains fragile and testing operational challenges abound. IRC operates in five of South Sudan’s ten states with programming in several sectors: health, protection, water and sanitation; governance and gender-based violence.
SCOPE OF WORK:
The Community Case Management Monitoring and Evaluation Manager is responsible for data quality control, including editing and reviewing data input and output, maintaining proper source documentation, and data analysis in order to strengthen program implementation and to ensure accurate reporting across all IRC Community Case Management Program in South Sudan.
This position reports to the Community Case Management Coordinator and supervises the Monitoring and Evaluation Officers.
RESPONSIBILITIES:
Provide Technical assistance in the following areas:
• Work with the Community Case Management (CCM) managers, nutrition manager and CCM coordinator to design and maintain appropriate and easy-to-use data collection and data entry tools.
• Prepare and facilitate trainings for CCM staff on tools and data collection techniques in collaboration with CCM managers and CCM coordinator.
• Monitor data flow procedures and coordinate data-cleaning, data-collection, entry, and analysis to ensure timely reporting and meeting of deadlines.
• Properly and timely collect, review, file and maintain source documentation from all CCM programs in a centralized location.
• Perform regular data quality audits and quality assurance processes, provide recommendations on how to improve overall data quality, and give feedback to field staff, program managers and coordinator.
• Work closely with CCM coordinator and CCM managers to analyze data collected in order to understand how program implementation is progressing, and to offer suggestions on how to ensure programs achieve strong results and meet targets.
• Share data-analysis results and finalized donor reports with relevant staff in the CCM department, including field-based staff, to ensure that they are regularly updated on program achievements and progress. • Supervise M&E Officers . This includes monitoring and coordinating time schedules, developing work-plans with staff, and building capacity to maximize productivity.
• Provide support to M&E officers in field sites including traveling to provide supervision of monitoring activities and assuring timely and accurate reporting.
• Provide supervision and support for the monthly stock count process for all CCM drugs and supplies.
• Where relevant, work with partners to build capacity on data collection in the field, data-entry and reporting.
• Present research findings and M&E results to Ministry of Health and other stakeholders (such as M&E Technical Working Group) as needed.
• Maintain regular communication with identified counterparts at Ministry of Health (national, state and county levels) as indicated by the CCM coordinator.
• Work alongside the program managers to recruit and train M&E field officers.
• Work alongside the program managers to analyze data collection outputs using software such as GIS and DHIS.
• Occasionally provide administrative support for the CCM department.
• Occasionally support research activities through technical support to program staff in Juba and in the field (data collection, analysis, and dissemination) including mapping. • Support proposal development for new research and monitoring initiatives alongside CCM coordinator. • Perform any other related duties that may be assigned by the CCM coordinator.
REQUIREMENTS
• Graduate degree in relevant field. Demonstrated qualifications and experience in design, monitoring and evaluation of humanitarian programs.
• At least 3 - 5 years experience working for an international NGO or equivalent in a senior monitoring capacity.
• Ability to process and synthesize large amounts of complex data into readable and concise formats.
• Excellent writing skills, experience in report writing preferred.
• Excellent working knowledge of computer software packages.
• English fluency, clear communication and good interpersonal skills.
• Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.
SECURITY and HOUSING
Security:
The security level is yellow, relatively calm. Major concerns are common criminality, presence of armed troops, tribal violence.
Housing:
The position is based in field. Lodging is on the IRC compound in a traditional hut with separate shared latrines and shower. Electricity, internet and cable TV are available on a daily schedule. Food is prepared by IRC-employed cooks, with groceries purchased through communally-agreed staff contributions from their location differential.
