The USAID Strengthening Core Economic Governance Institutions II activity (CORE II) for the Republic of South Sudan aims to strengthen functions of selected Government of South Sudan (GOSS) and state-level institutions.
The Director General of Taxation in the Ministry of Finance and Economic Planning has sought continued assistance to assist with tax rate harmonization and tax collection integration in support of Taxation Act, 2009.
The Taxation Act empowers the Directorate of Taxation with the mission of undertaking tax collection and rate harmonization discussions and making recommendations to the Legislative Assembly. In order to fulfill this task a committee representing the collective interests of the various governments involved was formed which established the Intergovernmental Fiscal Reform Task Force (IGFR Task Force).
The IGFR Task Force prepared recommendations which were fully accepted by the executive leadership of the IGFR Task Force. Further assistance is necessary in order to implement the agreement.
Proposed Tasks & Outputs
• Assist and train RSS officers with calculating the conditional and block transfers to the states that lead to a fairer distribution of grants throughout South Sudan
• Assist MOFEP with implementation of the IGFR agreement reached in April 2012 including recommendations for improvement in the revenue distribution process

Desired Qualifications or Requirements:
• Experience developing and drafting legislation for fiscal arrangements or for local government financing
• International experience developing revenue collection approaches and national and local government levels
• 10+ years in government finance
• Post graduate degree in government finance, local government finance, business, economics, and related fields of study
• Must be willing to travel to states
