IBTCI is recruiting for an upcoming USAID project focused on Evaluation Services and Program Support for Health Programs in East Africa. This project will be based in Nairobi with anticipated work throughout the East Africa region, covering Burundi, Central African Republic, Djibouti, Somalia, Congo (DRC), Ethiopia, Kenya, Rwanda, Sudan, Tanzania, Uganda and Zambia
Chief of Party (COP) Responsible for overall vision, direction and management of project, working closely with USAID/East Africa and USAID/Kenya, and IBTCI Home Office and Consultants. Qualifications include: • Public Health professional with at least 10 years’ experience working in developing countries, including East Africa. • Experienced implementing and leading performance and impact evaluations for health projects and activities. • Experienced in health program support, including program planning and design. • Able to effectively utilize evidence in all stages of planning and decision making, and able to strengthen others capacity to use data/evidence. • Prior COP or project director experience is highly desirable. • Experienced leading complex teams, including effective use on short term consultants. • Strong management and mentoring capabilities • Experience in working in unstable and emergency environments is desirable. • Ability to design effective databases for routine monitoring, evaluation and management data that can be accessed and used by a number of stakeholders, including USIAD, implementing partners, and East African governmental partners. • Ability to conduct and train/mentor others to conduct data quality assessments. • Excellent spoken and written English skills • French and/or Swahili language skills are desirable. • Good interpersonal skills that promote strong relationships with donors, government officials, implementing partners and staff. • Ability to travel 25%-30% of time.
