Comprised of a team of health professionals, IRC’s health unit: (1) Promotes quality, effectiveness and sustainability of IRC’s health programs worldwide; (2) Facilitates the professional development of health program staff; (3) Contributes to the improvement of humanitarian practice globally.
Health programs represent the largest single sector within which the IRC operates, constituting approximately 45% of the international budget with activities in 20 country programs. The IRC’s health programs conform to recognized standards for humanitarian assistance and are built upon IRC’s guiding principles: protection and promotion of rights, participation, partnership, capacity-building, holistic programming. The Health Unit is committed to the development of the field of humanitarian assistance through advocacy, documentation and research.
Reproductive Health Programming at IRC The IRC has been a leader in reproductive health in conflict-affected settings for over fifteen years. In this period, enormous strides have been made in integrating reproductive health in humanitarian responses. The IRC is a founding member of the Reproductive Health Response in Conflict Consortium and an active participant in the Interagency Working Group on Reproductive Health in Crises. Reproductive health programs constitute the largest portion of the IRC’s health programs
The IRC’s reproductive health services are geared towards addressing the most critical needs of conflict-affected people and are respectful of their cultural, religious, and ethnic backgrounds. The IRC supports reproductive health services including antenatal care, delivery care, emergency obstetric care, and postpartum care; post abortion care; family planning services; treatment and prevention of sexually transmitted infections including a range of HIV prevention, care and treatment strategies; clinical care for survivors of gender-based violence; and services focused on adolescent sexual and reproductive health.
The IRC leads dedicated family planning and post abortion care programs in several countries, including four programs that fall under one large grant in the Democratic Republic of Congo, Chad, Pakistan and Myanmar. These programs are provided in the context of larger primary care programs, but specifically aim to provide post-abortion care and family planning services to women who want these services.
SCOPE OF WORK: The Reproductive Health Technical Advisor is based in Nairobi, London, or New York, and is responsible for ensuring that the IRC family planning and post-abortion care programs in The Democratic Republic of Congo, Chad, Pakistan and Myanmar are implemented according to plan and that the services provided are of high quality. S/he will report to the Senior Technical Advisor for Reproductive health. The Technical Advisor will ensure the collection and analysis of project data leading to quality and timely reports on all four country programs. S/he will identify learning needs of the IRC staff in the four programs and ensure that those needs are met through appropriate trainings, remote technical support, and inter-program visits. S/he will ensure that the IRC program teams collaborate effectively with our local partners. S/he will be responsible for keeping abreast with best practices and disseminating relevant technical materials and technical advice to the family planning/post-abortion care programs in all four countries. The Technical Advisor will document and present IRC data and lessons learned at relevant professional meetings and other forums, and will participate in relevant interagency initiatives.
Principal duties and responsibilities: • Provide technical assistance to family planning / post-abortion care programs in DRC, Chad, Pakistan and Myanmar. This assistance will include all aspects of the project including project design, human resources, and monitoring and evaluation, and be provided through field visits, regular phone calls and email correspondence, and writing of reports and other project documents. • Organizing sharing of best practices within the four family planning and post-abortion care field programs supported within the same grant, as well as with other similar programs within the IRC and other organizations. • Review project progress quarterly, take the lead in organizing review conference calls and workshops and document the programs’ effectiveness, impact and lessons learned. • Oversee monitoring of the program budget. • Maintain an effective collaboration with the country teams of the four countries, as well as with other staff within the reproductive health team, the Health Unit, and other IRC departments. • Identify programmatic gaps in all four country programs and make recommendations on addressing them • Contribute to the development of field staff through training, mentoring, and assisting with professional advancement. • Collaborate with other Health Unit colleagues in the development and refinement of the IRC reproductive health strategy, policy and technical resources. • Represent the IRC to external agencies, particularly on issues related to family planning and post-abortion care. • Other duties as negotiated with her or his supervisor.
QUALIFICATIONS: • Medical or nursing/midwifery degree • Public health degree • Technical expertise and working knowledge of reproductive health in developing countries • A minimum five years related international field experience including Africa • Excellent communication skills, including the ability to deliver presentations to diverse audiences; • Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports; • Fluency in written and spoken English and conversational French • Effective people and program management skills: ability to lead staff and promote productivity in a positive style; • Solid training skills; the ability to develop and implement successful training sessions; • Strong organizational skills and the ability to work well under pressure in a fast-paced team environment; • The ability to be flexible while remaining focused and reliable in an environment of changing demands; • Availability and willingness to travel up to 40% of the time to regional and international locations; • Good Computer skills: facility with MS Word, Excel, and email/internet software.
