PSI seeks a Health Services Technical Advisor in Burundi who will provide technical expertise and guidance on the advancement of PSI/Burundi’s social franchising program. PSI/Burundi will launch its social franchising program in Burundi in 2013 with a focus on reproductive health products and services. PSI aims to improve the quality of reproductive health services in the private sector while increasing demand for these services. The social franchise network will have an emphasis on youth friendly services. This position requires coordination and collaboration across multiple technical and programmatic departments. The Advisor will oversee all health services offered by the social franchise. The successful candidate will have the demonstrated ability to manage complex service delivery programs and experience working with donors. He/she will have technical public health (or health service provision) skills as well as management experience. In addition, she or he should have the demonstrated ability to build the capacity of others in these areas. This full-time position is based in Bujumbura, Burundi and reports to the Country Representative.

RESPONSIBILITIES: Duties include, but are not limited to the following:
• Provide technical leadership and guidance to support PSI Burundi’s Social Franchise program which will focus primarily on Reproductive Health and maintain minimum standards for quality assurance and service delivery based on international best practices and PSI standards; • Build the capacity of senior technical staff to lead Social Franchise activities, via coaching, training, and shared oversight of activities. Transfer knowledge and skills in technical areas, and in program management (development of workplans, M&E plans, budgets and budget monitoring, program design and development, quality assurance); • Improve the efficiency and health impact of health services programs while effectively leveraging staff and resources; devise strategies to increase synergies between Social Franchising and other departments and programs; • Promote PSI’s role in engaging the private sector to strengthen health systems, including the establishment of health financing initiatives (vouchers, micro-insurance, contracted-out services, financial incentives) across social franchise networks;
• Assist the social franchise network on improving provider behavior through detailing and the integration and expansion of delivery channels;
• Actively contribute to the identification of new funding opportunities for Social Franchise programs and activities, as well as for the expansion into additional health areas; • Contribute to regular programmatic and donor reports and document programmatic challenges and lessons learned; • Work in close collaboration with PSI/Burundi Communication and Marketing department to provide input into and ensure demand creation for Social Franchise programs, and ensure relevancy and consistency of all related messages; • Work with research and M&E team to develop and monitor effective MIS systems, and quantitative and qualitative studies and surveys. Ensure close linkages between research results and evidence-based program planning; • Serve as a key member of the platform’s senior management team contributing to strategic planning and decision-making on a regular basis; transition participation to local key technical staff persons after three years; • Serve as key point of contact for donors and government in social franchising.
QUALIFICATIONS:
• Graduate degree in public health, international development, marketing, or related discipline • 5 years of relevant professional experience. Substantial field experience strongly preferred • Technical expertise in HIV and RH, including significant experience in the design and management of service delivery programs • Demonstrated understanding of current research and programmatic best practices in HIV prevention and LARC methods of FP with emphasis on service delivery and quality assurance • Experience leading teams in project implementation, with demonstrated ability to motivate and build capacity of staff. Demonstrated ability to build capacity and transfer skills and knowledge strongly preferred • Exceptional written and oral communication skills; highly motivated and organized, able to work effectively with a variety of partners and stakeholders • Fluency in English and French required
