The Debt Management Section (DMS) which implements the Commonwealth Secretariat’s capacity building programme in debt management in its member countries is an arm of the Special Advisory Services Division of the Secretariat. The Debt Management Section (DMS) which implements the Commonwealth Secretariat’s capacity building programme in debt management in its member countries is an arm of the Special Advisory Services Division of the Secretariat. DMS’ technical assistance on debt and development resource management is focused on three main thematic areas:
- Policy Advice: Providing policy advice and assistance on debt management and analysis
- Capacity Building: Strengthening the institutional framework of debt management operations and systems
- Suite of Debt Management Software: Provision of the Commonwealth Secretariat Suite of debt recording, management and analytical tools
The above services are provided to member countries, by the DMS, through a combination of in-house and external expertise. It is in that regard that DMS is currently seeking to enhance and increase its database of external consultants (Specialist Pools) with expertise in the following areas: Commonwealth Secretariat-Debt Recording and Management System (CS-DRMS) and Commonwealth Secretariat-Securities Auction System (CS-SAS) Training; Debt Portfolio Data Entry into CS-DRMS and Validation; training on formulation and implementation of medium term debt management strategy using the Commonwealth Secretariat-Public Debt Analytical Tool (Horizon) as well as policy advisory support and training on institutional arrangement and legal framework for public debt management; development of domestic debt markets; integration of debt and cash management and preparation of Debt Bulletin. The selected consultants may be considered for the purpose of specific short-term assignments (up to 8 weeks) in the future.
Expertise sought
In this regard, expressions of interest are sought from individuals and firms with expertise and experience in any of the following:
- CS-DRMS Training
- Horizon Training
- Debt Portfolio Data Entry and Validation
- CS-DRMS IT Training
- Policy Advisory Support
Terms and Conditions for Specialist Pool Consultants
The Specialist Pools will be established for an initial period of two years, after which they will be reviewed. Applicants should indicate the daily consultancy fee rate expected for the professional services (in Pound Sterling) in respective areas of interest. For the successful applicants, the Commonwealth Secretariat will in addition to the consultancy fee cover round trip economy class airfare for the consultant from home country to the country where the consultancy is to be undertaken and pay Daily Subsistence Allowance at the prevailing United Nations rate for the location of assignment, for the number of nights spent at the location undertaking the consultancy.
Submission of Expression of Interest
Consultants are invited to submit their expression of interest along with:
- Up-to-date CV
- Evidence of practical experience gained working in the area of public debt management
- Evidence of experience related to the consultancy
- Company profile if applicable
- Completed Company Registration form or Personal History form (as applicable): Consultancy companies should submit a completed Consultancy Company Registration form and Individual applicants should submit a completed Personal History form.

Individuals and firms that are not shortlisted will be notified of the decision after the conclusion of the Specialist Pool evaluation process conducted by the Commonwealth Secretariat.
