Primary Responsibilities
The Director of Human Resources for Health (HRH) will provide overall senior management and technical assistance to the project, including to government actors, to enhance social welfare workforce management, planning, deployment, professionalization, budgeting and retention of cadres of the social welfare workforce in Tanzania.
Essential Function
- Support the local government in managing the social welfare workforce, including working with national actors to develop strategies aimed at workforce management, planning, deployment and retention.
- Support the local government in developing the social welfare workforce, including working with national actors to develop strategies aimed at improving technical capacity, supervision and developing career paths.
- Lead the design, development, implementation and monitoring of the Social Welfare Workforce system strengthening project activities, processes and products.
- Build the capacity of government actors and other key stakeholders to manage and coordinate the social welfare workforce.
- Represent the project at high level meetings, providing technical leadership and presenting on behalf of the project as needed.
- Manage and supervise a team of HRH and Social Welfare HR staff in implementing and monitoring the workforce system strengthening activities, while coordinating with other system strengthening priorities of the project.
Requirements
- Master’s degree in public health, social welfare or related field with at least 8 years’ experience working on related issues
- Strong knowledge of HRH / workforce strengthening programs and strategies
- Strong knowledge of Social Welfare Workforce strengthening plans and activities (global or Tanzania specific)
- Experience developing and/or implementing human resource strengthening (i.e. HRH or social welfare workforce) systems and/or strategies
- Experience managing technical programs and teams
- Experience working with Government-level actors required; Experience working with Tanzanian government on Social Welfare Workforce strengthening is preferred
- Excellent written and verbal communication skills
- Fluency in English (required) and Swahili (strongly preferred)
