World Vision has been operating in South Sudan since 1989, providing humanitarian relief and rehabilitation programs to children, their families and the most vulnerable communities and has currently been working with over 2 million vulnerable people including 501,950 children. The strategic goal is to improve upon the wellbeing of 1.5 million vulnerable people including 660,000 children from returnees, IDPs and vulnerable households by 2014.
The FY12-14 programs will target the most vulnerable children and communities in existing areas of operation, but will strategically phase out from certain states and counties in order to reduce the current geographic spread of operations and thus consolidate and strengthen the quality of work. WVSS is committed to creating a better future for South Sudanese children and the communities in which they live. In responding to the urgent needs of children, our focuses are: maternal and child health and nutrition; water and sanitation; education; food security & economic development; protection (especially child protection) and peacebuilding.
The capacity building of national staff will enable them assume more senior positions and will be a main focus of the next two years. The current funding portfolio stands at $43 million (FY11). The target for 2014 is $50 million.
The Programme Director of WV South Sudan leads a Senior Management Team (SMT) of 4 divisional directors (Integrated Programmes, People & Culture, Finance & Support services and Quality Assurance) and 4 regional program managers. The audit and communication functions also report to the Programme Director.
The Programme Director – World Vision South Sudan will strategically lead, develop and direct the implementation of all aspects of World Vision South Sudan’s Ministry ensuring high quality programming with high impact in the field; while accounting for all of aspects of WV’s work in the country.
RESPONSIBILITIES INCLUDE:
• Ensure high ministry quality and high impact in the field by leading in a way that the office is achieving its expected annual targets at all stages of the monitoring and evaluation cycle on a sustainable basis
• Strategically position WV South Sudan to acquire substantial grant funding from bilateral and multilateral donors including corporations and foundations to support achievement of child well-being outcomes
• Ensure implementation and compliance to Partnership Performance Management Standards and Principles, while seeking to implement Performance Management guidelines on reasonable level; Champion WV South Sudan’s leadership team in the proper implementation of Performance Evaluations on annual basis for the whole organisation
• Provide leadership, strategic direction and support to the team for developing and implementing excellent donor experience and acquisition of Ministry funds; Identify new opportunities and forge alliances that lead to optimization of all resources
• Ensure efficient and effective organizational practices, that result in successful financial and operational audit scores
• At least five years’ experience in overseeing large Government grants; with strong evidence of high donor satisfaction.
REQUIRED SKILLS:
• Bachelor's degree or equivalent experience in management or social sciences (advanced degree is preferred)
• Significant management experience (general/operational) where there is evidence of both accountability & managerial know-how.
• Experience in management of relief/emergency operations and close familiarity with both advocacy and development work.
• Understanding of country political and social-economic and cultural context achieved within 3 months after assuming the role.
• Ability to work and travel extensively in country of assignment as well as internationally (approximately 20-25% of working time).
• Preferred candidates will have current/previous experience working in Sudan.
