Kenya School of Judicial Education Jobs Dec 2012

The Kenya School of Judicial Education (KSJE) is the focal point for coordinating and conducting training of judges, judicial officers and non-judicial staff. 

The Constitution of Kenya (2010) mandates judicial education and training of judges, judicial officers and other personnel as a key pillar of judicial transformation. 

With this mandate, the School wishes to recruit results oriented individuals with drive, vision, passion and enthusiasm to fill the following positions:

Communications and Publications Officer 

(2 Positions)

Reporting to the Deputy Director, Legal Research and Policy, this position will be responsible for managing the communications and publications functions of the School.

The Key Responsibilities for this role will include:

• Managing the communication and publication of legal research findings, policy advisories and recommendations;
• Developing and utilizing communications channels for alerting the Judiciary of current developments in the law, jurisprudence or judicial administration;
• Spearheading the design and development of new communication and publication material;
• Coordinating and managing the School’s public affairs function;
• Coordinating the development of the content of the School’s website and any other related platforms;
• Introducing new and emerging communications technology for communication and publication including multimedia production.

The successful candidate should have the following qualifications:

• Bachelor’s Degree in English, Journalism, Communications or other related field;
• Five (5) years of experience in a communications or publishing related environment;
• Knowledge of design and publication packages (e.g, Adobe InDesign/Photoshop /Illustrator/ Acrobat, scanning and text recognition, multimedia applications);
• Strong interpersonal and communication skills; and
• Proven writing and editing skills.

Researcher 

(5 Positions)

Reporting to the Deputy Director, Legal Research and Policy, this position is responsible for conducting multi-disciplinary legal research and supporting the School’s judicial education, research and policy functions.

The Key Responsibilities for this role will include:

• Identifying legal, policy and emerging issues in jurisprudence and developing a research agenda;
• Coordinating, planning and conducting multi-disciplinary legal research related to the judicial process, emerging jurisprudence and court administration generally;
• Developing research tools, plans and processes to ensure high quality legal research which meets international standards of excellence;
• Ensuring dissemination of legal research findings within the Judiciary, justice sector and the public in general;
• Providing input into the research, design, implementation and evaluation of the School’s curriculum; and
• Conceptualizing, developing and coordinating a mentorship program for the Judiciary’s Legal Researchers.

The successful candidate should have the following qualifications:

• Bachelor’s degree in Law or other related field;
• Five (5) years experience as a Researcher in the legal field;
• Proficiency in advanced computer analysis, report preparation, presentations and internet search programs and tools;
• Knowledge of and experience using research and analysis tools such as SPSS;
• Strong written and oral communication skills; and
• Strong analytical and problem solving skills.

Policy Analyst 

(2 Positions)

Reporting to the Deputy Director, Legal Research and Policy, this position is responsible for providing direction in policy review and development to support the judicial process and judicial administration.

The Key Responsibilities for this role will include:

• Developing policies by contributing to policies related to the judicial process and judicial administration;
• Analyzing new laws, policies, and court rules on their potential or real impact on the Judiciary in general and the courts in particular;
• Developing long term and short term policy advisory plans and protocols;
• Identifying policy research areas and emerging issues in jurisprudence and developing and implementing tools and processes to ensure high quality policy advisory which meet international standards of excellence; and
• Developing, reviewing and editing policy papers and manuscripts to be published.

The successful candidate should have the following qualifications:

• Masters degree in Law or other related field;
• Five (5) years experience in complex policy analysis, research projects and initiatives in the legal field;
• Proficiency in advanced computer analysis, report preparation, presentations and internet search programs and tools;
• Knowledge of and experience using research and analysis tools such as SPSS; and
• Strong written and oral communication skills; and
• Strong analytical and problem solving skills.

Librarian

(1 Position)

Reporting to the Deputy Director, Legal Research and Policy, this position is responsible for managing the School’s resource center and library system and ensuring effective and timely service, and access to quality and relevant legal and judicial resources.

The Key Responsibilities for this role will include:

• Developing and reviewing the library and resource center’s policies, regulations and procedures;
• Implementing and maintaining the use of new and emerging technologies relevant to resource centers and library systems;
• Implementing and managing the Schools e-learning/distance learning program;
• Acting as the liaison between the School, National Council for Law Reporting and other key stakeholders to facilitate resource sharing;
• Liaising with the Communications and Publications Officer to ensure dissemination of relevant documents to key stakeholders; and
• Managing the day-to-day functions of the library and resource center including acquisition, cataloging and maintenance of resources.

The successful candidate should have the following qualifications:

• Bachelors degree in Information Science, Library Science, Library Studies or other related field;
• Five (5) years experience in a high demand, customer service-oriented library;
• Demonstrated outstanding professional competence in management of library services;
• Strong interpersonal and customer service skills; and
• Sound planning and organizational skills.

Partnerships and Linkages Officer 

(1 Position)

Reporting to the Deputy Director, Legal Research and Policy, this position is responsible for managing internal, national, regional and international partnerships and networks to support the growth of jurisprudence and learning.

The Key Responsibilities for this role will include:

• Identifying potential partners and networks to contribute to judicial education and professional training activities as well as legal research and policy advisory;
• Developing internal institutional linkages related to judicial education within the Judiciary and the National Council on the Administration on Justice;
• Developing and overseeing partnership with external stakeholders engaged directly or indirectly in judicial education and professional training activities as well as legal research and policy advisory;
• Advising and assisting in documenting and negotiating agreements, protocols and contracts with external partners; and
• Managing compliance of contractual agreements of various partners.

The successful candidate should have the following qualifications:

• Bachelor’s Degree in Communications, Public Relations or other related field;
• Five (5) years of experience in establishing partnerships with national, regional and international legal networks;
• Extensive experience interacting and communicating with senior management and executives;
• Strong interpersonal and communication skills; and
• Ability to maintain confidentiality.

Administrator / Executive Assistant to the Director 

1 Position

Reporting to the Director, the Administrator/Executive Assistant to the Director will be responsible for providing a wide range of technical, administrative and office support to facilitate the effective operation of the office of the Director of the School.

The Key Responsibilities for this role will include:

• Acting as the point of contact for all incoming communication to the Director as well as managing outgoing correspondence and communications;
• Preparing and editing a variety of correspondence, memoranda, reports and other material as well as composing routine correspondence;
• Managing all filing and record keeping required for the office of the Director;
• Organizing and facilitating regular and ad-hoc meetings under the Director’s instruction;
• Managing the Director’s calendar and appointments; and
• Managing the day-to-day administrative functions of the office of the Director.

The successful candidate should have the following qualifications:

• Bachelor’s degree in Business Administration or other related field;
• Three (3) years experience as an Administrator in a fast-paced environment for a medium to large organization;
• Good organizational and record keeping skills;
• Ability to prioritize and effectively manage one’s workload; and
• Strong interpersonal and communication skills.
