International Business & Technical Consultants, Inc. (IBTCI), a U.S.-based consulting firm, is preparing a proposal to conduct the end-of-project evaluation of USAID/Ethiopia’s School Community Partnership Serving Orphan and Vulnerable Children affected by HIV/AIDS (SCOPSO) project. SCOPSO serves over 50,000 OVC (orphans and vulnerable children) through 400 schools nationwide – the schools serve as focal points which provide a central coordinating point from which OVC can receive, or be referred to, the full range of services they need.
We are seeking Ethiopian and international specialists in education and/or health with evaluation experience to serve on a five-person team – a team leader, two education specialists, and two health specialists. This evaluation is expected to take place between late January and March 2013 and will call for about 60 days of work. Experience with community mobilization is highly
desirable. While experience in Ethiopia is preferred, qualified individuals with relevant experience elsewhere in Africa are also invited to submit applications.
Specific requirements for each position are:
Team Leader o Particular expertise in education and health program/project evaluation o Advanced degree in education, health or related field o Familiarity with USAID evaluation standards o 10-15 years of practical experience in Ethiopia and /or other African countries o Experience in leading at least two similar evaluation/studies. Education Evaluation Specialists o 8-10 years of experience in managing and evaluating education and health integrated projects in Ethiopia and/or other African countries. o Advanced degree in education or related field preferable but not required o Familiarity with USAID evaluation standards Health Specialist o 8-10 years of experience in community based health and HIV/AIDS programing, management and evaluation in in Ethiopia and/or other African countries. o Advanced degree in health or related field preferable but not required o Familiarity with USAID evaluation standards
