BACKGROUND
The Danish Refugee Council has been in South Sudan since 2004 mainly working with returning refugees and internally displaced persons returning home after a long civil war. In 2012 DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan. DRC is the camp manager of the Yusif Batil camp where 35,000 refugees are currently living and also carries out protection and GBV activities in four camps in Maban comprising a population of 105,000 refugees. In addition, DRC in Maban is managing a workshop and carrying out shelter and livelihood activities. In 2012 DRC in South Sudan merged with the Danish Demining Group bringing together DRC’s protection activities and DDG’s AVR (armed violence reduction) activities. DRC plans to open an office in Unity in 2013.
KEY TASKS AND RESPONSIBILITIES
The SGBV Officer is responsible for the management and implementation of DRC’s SGBV program in Maban County, South Sudan. The SGBV program is a multi-sectoral prevention and response program involving a range of international agencies, national stakeholders and actors from the refugee community. The scope of the work includes staff recruitment, development or adaptation of tools, trainings for staff, monitoring programme progress and making adjustments as necessary. He/she is also tasked with providing technical assistance and guidance to mainstream prevention of sexual exploitation and abuse across all DRC program activities in Maban County.
KEY RESPONSIBILITIES
• Responsible for implementation of SGBV program components under UNHCR and BPRM agreements;
• Ensure that adequate staffing and skill sets are in place for the SGBV activities, including an appropriate gender balance within the staff group and capacity building, as and where necessary;
• Recruit and train community-based SGBV focal points in all refugee camps in Maban County;
• Assess SGBV risks faced by girls, boys, women and men as well as capacities and resources available for support within the refugee community;
• Develop interventions including, but not limited to, advocacy initiatives, awareness raising, targeted trainings, to strengthen SGBV prevention and response based on assessment findings;
• Engage refugee community – including refugee leaders, community groups and individuals – using participatory methods in SGBV prevention and response activities, from planning, development and implementation through to evaluation
• Organize and facilitate regular camp-level discussions to strengthen community-based prevention and response to SGBV;
• Provide technical guidance and trainings to humanitarian agencies, local government/authorities, community leaders or other duty bearers on SGBV, in general and prevention of sexual exploitation and abuse, in particular;
• Mobilize other organizations to establish a multi-sectoral prevention and response program to include referral and reporting mechanisms, information sharing, establishment of SOPs and coordination;
• Collect, compile, and analyze GBV report data monthly;
• Submit monthly and quarterly reports to the Protection Manager for donor reporting;
• Other tasks assigned by the Protection Manager.

QUALIFICATIONS
• Advanced university degree in gender studies, human rights, social sciences or related field;
• 3 years professional project management experience, including supervision of national staff, budgetary oversight and program development;
• Technical expertise and understanding of SGBV root causes, prevention and response strategies, including experience with operationalizing SGBV principles and international standards in a humanitarian aid setting;
• Proven record of providing trainings and workshops on gender and SGBV topics;
• Excellent analytical and communication skills;
• Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries, duty bearers and other stakeholders;
• Proven ability to work and live in very basic living conditions in deep field locations;
• Ability to work under pressure, with minimal supervision, and in a culturally diverse team.
