12.1 REPORTS: TO THE ASSISTANT DIRECTOR PUBLIC SERVICE PLATFORMS AND SHARED SYSTEMS
12.2 JOB PURPOSE:
Analyze, designs, implements and maintains organization’s web sites
12.3 KEY DUTIES AND RESPONSIBILITIES
• Defines site objectives by analyzing user requirements; envisioning system features and functionality.
• Designs and develops user interfaces to Internet/intranet applications by setting expectations and features priorities throughout development life cycle; determining design methodologies and tool sets; completing programming using languages and software products; designing and conducting tests.
• Recommends system solutions by comparing advantages and disadvantages of custom development and purchase alternatives.
• Integrates applications by designing database architecture and server scripting; studying and establishing connectivity with network systems, search engines, and information servers.
• Creates multimedia applications by using authoring tools.
• Completes applications development by coordinating requirements, schedules, and activities; contributing to team meetings; troubleshooting development and production problems across multiple environments and operating platforms.
• Supports users by developing documentation and assistance tools.
• Advise on the technical and design aspects of web sites development;
• Configure web server
• Develop test procedures and performance assessment requirements
• Recommend and implement corrective actions for performance improvements
• May perform the roles of the Principal Computer System Analyst
• Undertakes any other duty as may be directed by his/her superiors.
12.4 QUALIFICATIONS, SKILLS AND EXPERIENCE
• Bachelor Degree/Advanced Diploma in either Computer Science/ Information Technology from recognized Institutions;
• Knowledge in various web development environments like Web User Interface Design, Web Programming Skills, Software Requirements, Software Architecture, Software Development Fundamentals, Object-Oriented Design (OOD), Multimedia Content Development, Software Debugging etc
• Ability to hand code valid, accessible XHTML/CSS to W3C standards.
• Strong knowledge of search engine optimization and search engine marketing
• Good understanding of web navigation, user habits, web design trends, cross-browser and platform compatibility issues.
• Experience in behavioural testing methodologies as applied to web sites and applications
• Ability to develop mobile applications
• At least two (2) years work experience in public or any private reputable organization.
12.5 REMUNERATION
Attractive remuneration package in accordance with the Institution’s salary scale.
