GBP. £25,094 - £33,938 net per annum, GBP (£33,179 - £46,826 gross equivalent) + GBP £4,000 net per annum Hard To Work allowance and other substantial benefits;

We are looking for a dynamic and experienced individual to provide leadership and co-ordination of our WASH emergency operations in a large humanitarian response in Upper Nile, South Sudan, based in Jamam.
Reporting to the Humanitarian Programme Manager, your role as WASH Co-ordinator will include setting strategy and approach for the overall WASH activities in the response. More specifically you will ensure good integration between the engineers and the hygiene promoters as well as with the solid waste and shelter teams; co-ordinate activities of the WASH team with the Livelihoods team, and with the cross cutting advisors such as gender and protection; represent Oxfam to the WASH Cluster meetings; ensure that the quality of Oxfam's WASH work is of high standard; co-ordinate WASH approaches in all the different area of operations; and represent the technical WASH programme to donors, Government and UN actors, among other things. You will coordinate with the Regional PHE and PHP Co-ordinators to share good practice; plan future programmes and strategies; produce new proposals and budgets and ensure all programming reflects Oxfam's gender strategy. In conjunction with Team Leaders you will play a leading role in the recruitment of WASH staff at all levels; assist WASH Team Leaders in performance management of all WASH staff and if possible, facilitate capacity building initiatives to improve individual/team and programme quality.
To be able to effectively do this work, you will have suitable technical qualification in the relevant field, preferably at post graduate level or equivalent technical experience and training in water and sanitation. You will have extensive experience in managing WASH programmes in emergencies; experience of designing programme strategies and of implementing new programmes; and experience of establishing and using effective programme monitoring framework. In addition you will have the ability to influence effectively both internal and external stakeholders; ability to lead thinking on technology choices and development approaches; experience of monitoring and managing budgets; and developed skills and experience in writing funding proposals and reports. Experience of developing staff capacity will be essential, also essential will be excellent spoken and written communication skills in English, excellent analytical and conceptual skills, sound representation skills; and excellent interpersonal skills. You will be committed to the beliefs and values of Oxfam. This will be reflected in your approach to working with your team. You will also be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). Experience of S. Sudan, particularly Upper Nile region will be an advantage.
