Background and Context
South Sudan is a new nation which is building its governance systems and putting in place the sub-national structures and systems that UNICEF and other humanitarian actors work through. Financial risk management and capacity building of implementing partners, in particular at the decentralized structures has become a key strategy of the country office in order to ensure the sustainability of the country programme.

Purpose and Objective
Under the general guidance of the Chief Operations, the incumbent assists in the area of accounting control, recording, reporting of assets, liabilities and income. Monitors the appropriateness and accuracy of disbursements of funds, and payments of accounts in accordance with the rules, regulations and established budgetary limits. She/he analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Quality Assurance Officer will lead due diligence reviews, audits and spot checks to promote efficiency, reduce risks of asset loss, and help ensure the reliability of financial statements.

The Quality Assurance Officer works in close collaboration with Operations, the Programme and Implementing Partners. The incumbent is expected to be fully knowledgeable in the field of work, and therefore is expected to exercise judgement and initiative to establish work priorities, to follow-up actions and to ensure accuracy of the work. The post will contribute in helping the organisation accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of Internal Control procedures and Harmonized Approach to Cash Transfer (HACT) coordination.
