Background
The UNESCO Iraq Office is implementing a number of cultural conservation related projects in Iraq. In particular, UNESCO Iraq Office is implementing with the High Commission for Erbil Citadel Revitalization (HCECR), the Erbil Citadel Revitalization Project. The overall goal of the project is to ensure the sustainable revitalization and development of the Citadel of Erbil, by implementing conservation and management measures in accordance with best practices, while also enhancing national capacities in the field of heritage conservation and management, thus contributing to the sustainable development of the Erbil city in the long term.
The first phase of the project, which has been completed, aimed at reinforcing local capacities in the field of conservation and restoration techniques, undertaking studies for urgent remedial works and establishing Conservation and Rehabilitation Master Plan. Phase II of the project is underway and several activities are being carried out that include capacity building, specialized studies and the implementation of on-site conservation and rehabilitation measures.
Main Responsibilities
Accordingly, and within the framework of implementing Phase II of the Erbil Citadel Revitalization Project by the UNESCO Iraq Office, under the general authority the Director of Iraq Office and the direct supervision of the Project Manager, the incumbent shall particularly assume the following tasks:
- Assists the Project Manager in the management, monitoring and evaluating of UNESCO projects in the Kurdistan Region of Iraq;
- Assists in developing programme objectives and activities along with monitoring, managing and evaluating projects progress in the field, including assigned staff and contractors;
- Provides backstopping and follow up so that the deliverables in the field are within the programme’s overall vision and plan;
- Prepares Terms of Reference for the implementation of specific project activities and works, the identification and selection of consultants/contractors;
- Represents UNESCO in steering and coordination committees and maintain relationships with all relevant stakeholders in the field;
- Provides technical input and review of project implementation in assessing the quality of deliverables and the achievement of goals so that they are within the programmes vision and up to the required standards of implementation as well as providing technical input and advice at project meetings and site visits;
- Reviews and evaluates works and reports submitted by project consultants;
- Reviews, evaluates and approves invoices submitted by the contractors in the field;
- Responsible for drafting the annual progress reports and finalization upon review of supervisor;
- Undertakes any other pertinent professional duties as may be assigned by the Project Manager.
Qualifications
• Advanced university degree (Masters or equivalent) in areas related to architecture, archaeology, conservation of historical buildings, or related field of specialty.
• Minimum of four years of progressively responsible relative work experience, of which preferably two years acquired at the international level and preferably with experience in the field in a conflict/post-conflict setting.
• Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the organization. • High proficiency in writing and reporting skills. • Fluency and working experience English language. Proficiency in Arabic language would be a definite asset.

Conditions of Employment
The initial appointment, which is for one year, includes a probationary period of 6 months, and is renewable subject to satisfactory service and funding availability. UNESCO’s salaries are calculated and paid in USD. They consist of a basic salary and a post adjustment, which reflects the cost of living changes in a particular duty station and exchange rates. UNESCO offers an attractive benefits package including 30 days annual vacation, pension plan and medical insurance.
