The Benjamin William Mkapa HIV/AIDS Foundation (BMAF) is a Trust established in 2006 with the aim to complement and supplement the national efforts to address HIV/AIDS pandemic,through health systems strengthening, especially Human Resource for Health (HRH). In the course of continuous and comprehensive health systems support, particularly to the rural communities; The Foundation is looking for result-oriented persons with strong commitment to fill the following positions:
Position Title: Construction Management Officer
Duty Station: Dar es Salaam
Reports To: Program Manager- Health
Infrastructures Development (PM-HID)
Duration: Two years renewable
Overall purpose of the job:
To assist the Programme Manager – Health Infrastructure Development (PM-HID) in the overall
planning, coordination, implementation andmonitoring and evaluation of infrastructure rehabilitation and or/construction project works undertaken by BMAF, to improve working environment of health workers in rural areas and strengthen health facilities for better health outcomes.
Specific Responsibilities:
1. Assist the PM-HID and Procurement and Administration Manager in facilitating the procurement, selection and contracting of consultants and contractors according to project agreements and defined rules and regulations of BMAF and development partners;
2. Assist the PM-HID in facilitating the selection and appointment of team(s) of Architects(s) and all allied professionals who will be responsible for implementing the agreed project designs;
3. Assist in coordinating activities of all consultants, contractors and clerks of works (site inspectors) that have entered into agreement with BMAF, including receiving and reviewing periodic reports and advice the PM-HID accordingly;
4. Establish, enforce and maintain project plans and schedules of all activities for all parties, to ensure projects are completed on time, within the budget and at agreed quality;
5. Coordinate project inspections by all consultants for verification to ensure adherence to the contract agreements, specifications and drawings;
6. In collaboration with the PM-HID and other parties, ensuring maximum level of procedural and financial compliance are achieved;
7. Assist in the coordination of project appraisals and closure processes, including preparing relevant documentations/reports, completion certificates and final accounts, participating in appraisals and smooth handing over of completed works to the respective stakeholders.
Position Requirements:
• Bachelor degree or an Advanced Diploma in Architecture, Building Economics (QuantitySurveying), Construction Management or Building Construction from a recognized and accredited institution.
• At least minimum of three (3) years of working experience in construction management.
• Demonstrated ability in analytical and negotiation skills, and a self motivated personnel.
• Must be ready to work in rural areas and travel for more than fifty (50%) of his/her time
• Knowledgeable and ability to use various computer programmes.
• Have good spoken and written communication skills.
• High observance of professional ethics and integrity
• Be able to establish an appropriate working relationship with the contractor’s staff and other construction industry stakeholders.
