Project/Proposal Summary:
The purpose of this project is to provide technical, analytic, advisory, training, monitoring, evaluation, and related support services to assist USAID to effectively monitor, evaluate, and relay information about interventions. The contract will support the Mission to implement activities that promote inclusive development, in line with the Agency’s new policies on gender and youth. USAID will use the products and deliverables from this task order to (a) more effectively monitor and evaluate programs and activities; (b) make informed program management decisions, based on empirical evidence; (c) disseminate performance and impact information about these programs and activities to stakeholders; and (d) develop new programs, activities, and strategies that are informed by the results of monitoring, evaluations, assessments, and special studies.

Position Summary: The Senior-level staff will provide USAID with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities. Please note: this is an unaccompanied post.
Responsibilities: • Lead program implementation and oversee all technical and managerial decisions related to monitoring and evaluation systems, performance management, strategic communications, and public information products. • Produce deliverables related to development results reporting and analysis, data collection, and reporting. • Provide technical guidance in relevant program areas. • Recruit and supervise short-term U.S., third country, and local experts for evaluations and monitoring. • Represent MSI in meetings with senior Mission and Embassy officials. • Ensure quality oversight of all services rendered for the project, including those from short-term experts for evaluations and other assignments.
Qualifications: • Demonstrated international development programming and management experience. • Proven management experience on USAID-funded projects strongly preferred. • Demonstrated technical expertise in program evaluation and design, along with substantial experience selecting and managing teams of evaluators. • Experience facilitating and coordinating workshops and coordinating logistics preferred. • Excellent development analysis and communications skills. • Experience in East Africa or post-conflict posts, strongly preferred.
