TERMS OF REFERENCE
FOR
Procurement Expert for the Project Implementation Unit
1. Background
The COMESA Secretariat has received a grant from the African Development Bank Group (AfDB) to finance part of the cost of studies for a project to develop an Integrated Regional Air Space. The COMESA Secretariat intends to use the proceeds of this grant to cover payments under this Technical Assistance. The project expected outcomes are: (i) An enabling legal and regulatory framework for a unified upper airspace in the COMESA Region; (ii) An adequate institutional framework for providing and regulating regional Air Traffic Services; (iii) technical and financial feasibility assessment of the system; and (iv) The identification, structuring and conclusion of a suitable PPP arrangement to finance, implement and operate the regional CNS/ATM infrastructure/ system.
The COMESA Secretariat has established a dedicated Project Implementation Unit, in Kigali, Rwanda, headed by a Project Manager to provide day-to-day executive management of the project as well as overall monitoring of the project. The COMESA Secretariat now invites individuals to indicate their interest in providing the services of a Procurement Expert.
2. The Position
The Procurement Expert shall report to the Project Manager and shall ensure that all procurement activities are made in a timely, efficient and cost effective manner.
3. Responsibilities
The Procurement Expert shall perform the following tasks:
a) Manage the procurement aspects of the project from inception up to contract completion, providing the needed technical support and guidance in all stages of the procurement cycle.
b) Developing and updating project procurement plan on a regular basis and implement the procurement plan for goods, services and consultants.
c) Prepare documents required to facilitate project operations, including Requests for Expressions of Interest, Procurement Notices, Bidding documents, Tender Evaluation Reports, contracts and other related documents.
d) Monitor contract performance for compliance with the terms and conditions of contracts including follow up checks for corrective action.
e) Negotiate terms and other related issues with consultants, contractors and suppliers in consultation with the Legal Expert of the PIU.
f) Analyse questions/complaints from bidders, suppliers and contractors on bidding and award issues.
g) Ensuring all project procurements are compliant with procedures, timely and cost effective.
h) Ensure prompt payment of suppliers through liaising with the Finance Officer.
i) Preparing procurement-related reports for Procurement and Contracts Committees, Policy Organs, Donors.
j) Perform other duties as assigned by the Project Manager, in relation to procurement.
k) All above activities are to be conducted in line with the AfDB procurement rules and procedures. The consultant will be sensitized with these rules in details following recruitment.
4. Qualifications
Minimum Requirements:
• Consultant should have a Minimum Master’s Degree in a relevant discipline in Engineering, finance, Business Administration, Procurement Law or other relevant field.
• Minimum of eight (8) years of post-qualification experience in procurement operations, with at least 5 years of these in direct procurement with public or donor financed projects in an international setting;
• Proven familiarity with and experience in the practice of procurement of goods and works and the acquisition of consultancy services under donor/MDBs funding conditions.
• Good working knowledge of the English Language.
Added Advantage
• Knowledge of and experience with AfDB’s, or other MDB’s, procurement procedures;
• Postgraduate degree in procurement, business administration, construction management, contract law, or equivalent;
• Experience in working with sun system software.
5. Duration and Location
The duration of this assignment is one year, and may be extended. The consultant will be based in Kigali, Rwanda.
