The International Maize and Wheat Improvement Center (CIMMYT), is seeking a dynamic, innovative, self-motivated, and service-orientated professional for the position of Finance Manager for the Socio Economics Program (SEP).
The International Maize and Wheat Improvement Center, known by its Spanish acronym, CIMMYT®, is a not-for-profit research and training organization with partners in over 100 countries.
The position will be based at CIMMYT’s Main Campus (located 45 km northeast of Mexico City, Mexico) but will interact with all CIMMYT´s experimental stations and regional office (country and world-wide) on a regular basis.
Specific responsibilities of this position will include:
- Provide support to Program Director and Scientific staff in the Program on financial management.
- Ensure compliance with CIMMYT policies and procedures and recommend improvement in internal financial controls.
- Performs a monthly budget vs. expenses analysis at project and program level, including suggested actions and proposed solutions, to support strategic and timely decisions by the Program Director.
- In close cooperation with scientific staff, develops budgets for new project proposals and grant applications as required by donors.
- Upon grant approval, prepares templates and coordinates upload of budgets in the financial system with the Budgeting and Reports Unit (BRU).
- In cooperation with scientific staff, review Financial Donor Reports as prepared by the Budgeting and Reporting Unit and ensure consistency with technical reports.
- Develop annual operating budgets for the Program, including CAPEX and staffing requirements.
- Supports work planning and recruitment of staff by identifying gaps in staffing in relation to available budgets.
- In cooperation with scientific staff coordinate the elaboration of contracts with collaborators, processing of payments and review of financial reports.
- Ensure research and support costs are fully allocated to projects/ grants in a transparent manner.
- Works together with scientists to prepare, consolidate, and follow up of implementation for CAPEX budget.
- Implement monthly changes in the system for staff salaries and allocations to relevant projects.
- Provides briefing and on the job training on financial management for scientific staff in the Program.
- Participates in global finance initiatives as required by the International Finance Director.
- Maintains close working relationships with program administrators in other programs and peers in Accounting, Treasury and Budgeting and Reporting Unit.
- Performs other duties assigned by the Program Director.
We are seeking candidates with the following qualification, skills and attitudes:
- BA/BS in Finance or Accounting and 8 years of experience in financial management.
- MA in Finance or Accounting and 5 years of practical experience in financial management.
- At least 3 years’ experience in an accounting role, preferably in an international organization.
- Excellent oral and written communication skills in English and Spanish.
- Experience of managing large program or project budgets, preferably in a multi-cultural environment.
- Advanced level of standard software (Microsoft Office) and financial/project management systems.
- Strong level of customer orientation and flexibility, with a high level of attention to details.
- Ability to work with different nationalities, under pressure and as a member of diverse work team.
