We are looking for a resourceful, innovative, dynamic and experienced individual to provide leadership and co-ordination to our large humanitarian response in Upper Nile, South Sudan, based in Jamam.
Reporting to the Programme Humanitarian Co-ordinator and managing an emergency response team of over 100 people, your role as Humanitarian Programme Manager will involve maintaining a strategic overview of the programme and its context and ensuring successful implementation of the response activities. You will represent Oxfam to Government bodies, UN agencies and other NGOs at field level, as appropriate; carry out ongoing monitoring of the humanitarian situation and provide clear analysis; provide accurate information and analysis for the development and implementation of current and future OGB programming; ensure staff safety and security procedures are monitored, updated and implemented; ensure an integrated one-programme approach between projects; ensure that assessments, planning and implementation have gender and protection considerations mainstreamed in accordance with Oxfam policy, among other things. In addition, you will recruit and line manage technical and programme support services staff and ensure that Oxfam's programme is cost effective, efficient and complies with all organisational standards of management and accountability.
To be able to effectively carry out this role, you will have extensive experience in managing emergency response programmes; a proven record of effective programme management in an insecure environment; experience of working with refugees or IDPs in a camp situation; as well as experience of working in a remote and complex context. Strong people management skills and experience will be essential. Also essential will be strong analytical and conceptual skills; sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts. You will need diplomacy, tact and negotiation skills; excellent finance and budget management skills; excellent spoken and written communication skills in English; demonstrable project cycle management experience; demonstrable good monitoring & evaluation skills; and proven experience of integrating gender and diversity into emergency response programmes. You will be committed to the beliefs and values of Oxfam. This will be reflected in your approach to working with your team. You will also be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). Experience of S. Sudan, particularly Upper Nile region will be an advantage.
