Position: Team Leader of the project “Capacity Building of the Transport Sector in Tanzania”
Brief description: The overall objective of the project is to increase efficiency, effectiveness and accountability of the transport sector in Tanzania as a whole and to facilitate adoption of SWAPs (Sector Wide Approaches) by improving the capacity and competences of the transport sector stakeholders.
The four main project purposes are:
- to provide a solid foundation for a sustainable development of the capacity of government officials and non-state actors in the transport sector, involving national education and training institutes;
- to contribute to increasing the quality of monitoring & evaluation of sector performance as well as improved coordination between modes in the move towards more integrated transport system;
- to develop an integrated approach towards road maintenance with a view to increasing its coverage and effectiveness, as well as actions supporting implementation of the road safety strategy;
- to provide continuous support to sector dialogue, including the annual Joint Infrastructure Sector Reviews (JISR).
Commencement date of the project: June 2013
Duration of the assignment: 720 work days over 36 months
Desired Skills & Experience
Qualifications and skills
- Relevant University Masters degree related to transport/transport economy and skills in project management and experience in formulation or evaluation of transport policy. She/he should be registered with a relevant professional body
- Proven experience in the specific field of expertise needed
- Experience in developing or least developed countries of at least 5 years
- Excellent communication and report writing skills, based upon written and oral fluency in the English language
General professional experience:
- Preferably 15 but no less than 10 years of experience in the area relevant to the assignment, including at least 2 successful assignments as a team leader in similar EDF funded projects
- Fully conversant with the principles of the project cycle management and EU aid delivery methods, including sector policy support programmes and sector budget support
Specific professional experience:
- Extensive experience in designing and/or implementing SWAPs/ sector policy support programmes in transport. Experience in managing institutional support activities (at least 3 assignments of that nature)
- Proven familiarity with Tanzania or East Africa will be considered an advantage
