Through our work in more than 70 countries, PATH and our partners empower people to achieve their full potential.PATH is seeking a Knowledge Asset Manager for the Human Development Innovation Fund (HDIF), a United Kingdom Department for International Development (DFID) funded program in Tanzania aiming to drive innovative approaches to improving the quality, value for money and sustainability of basic services in the education, health and water and sanitation sectors. Based in Dar es Salaam, this individual will develop a knowledge management system to collect information, understanding, and lessons learned of innovation and ‘innovation ecosystems’ (the wider network, institutions and culture necessary to foster and support innovation), implementation science and change processes, and getting research and evidence into policy and practice. This position will:
- Develop an overall framework to guide HDIF knowledge leverage management (KLM) and present a methodology to define and document KLM strategy.
- Determine technology needs for HDIF KLM and implementing these technologies.
- Develop a system to collect relevant data on the robust testing and evaluation of grantee innovations.
- Oversee the development of HDIF systems to strengthen the evidence base that will capture lessons learnt.
- Design and manage business processes that enhance and facilitate HDIF learning.
- Institutionalize processes to facilitate the sharing of HDIF learning and dissemination of lessons learnt.
- Measure and evaluate the quality and value of HDIF innovations and the translation of findings and lessons learned into policy and practice.
- Required Skills
- Ability to take complex technical reports and adapt them to different audiences.
- Fluency in reading, writing and speaking English; Kiswahili or other local language is desired.
- Well-organized and attention to detail.
- Demonstrated ability to manage graphic design and communication vendor contracts.
- Demonstrated ability to establish excellent relationships with multiple stakeholders.
- Passion for innovation and communicating the benefits of innovation into health, education and/WASH sectors.
- Required Experience
- Advanced degree in Public Health, Communications or relevant area.
- A minimum of 5 years field program experience related to either health, education or water and sanitation sectors.
- Demonstrated experience developing a knowledge management system.
- A minimum of 3 years in developing communications strategies which focus on distilling learning and ensuring it is disseminated to multiple stakeholders.

PATH's mission is to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors.PATH is seeking an Innovations Fund Manager for the Human Development Innovation Fund (HDIF), a United Kingdom Department for International Development (DFID) funded program in Tanzania aiming to drive innovative approaches to improving the quality, value for money and sustainability of basic services in the education, health and water and sanitation (WASH) sectors. Based in Dar es Salaam, this individual will be responsible for leading HDIF activities in developing and managing fund granting mechanisms. The innovations specialist will report to the Project Director and will be responsible for the following key activities:
- Drive the innovation portfolio forward by motivating and facilitating partners and stakeholders to embrace programming and technology innovations.
- Provide technical oversight to the granting process, identifying potential grantees and inviting them to apply for financing as well as providing technical review of grantee proposals.
- Liaise with DFID Tanzania, host government counterparts, local organizations, other stakeholders and program partners to support the establishment of a culture of innovation with health, education and WASH sectors.
- Manage the competitive selection process and ensuring that it is performed in an open, transparent, and competitive way.
- Broker partnerships and mentoring relationships between grantees and a wider network of private-sector health, education and WASH actors in Tanzania.
- Develop and implement a portfolio management process to actively manage investments and enhance their probabilities of success.
- Work closely with the grant manager to ensure on-time completion of all grantee deliverables and reports.
- Required Skills
- Understanding of the role of the private sector in delivering health outcomes in Tanzania.
- Excellent communication and interpersonal skills.
- Demonstrated ability to manage individuals and organizations in the implementation and evaluation of grant funded projects.

- Required Experience
- Masters in Business Administration and/or Masters or PhD degree in a related field. A minimum of 5 years experience in related program management. A minmum of 3 years experience in the selection, oversight and monitoring and evaluation of donor funded grants. Successful development and implementation of a portfolio management process. Based in Dar es Salaam, this individual will be responsible for program leadership and oversight and serve as the primary in-country point of contact for DFID.The team leader will be responsible for the following key activities:
- Provide leadership and strategic guidance to the project team, spanning a range of innovations both programming and technology related interventions
- Provide overall programmatic and fiscal management of the project and ensure compliance with all DFID and PATH regulations.
- Serve as PATH’s key liaison to DFID Tanzania, host government counterparts, local organizations, other stakeholders and program partners
- Drive the development and use of organizational tools and systems for effective project and knowledge management
- Assure the overall performance and results of the project, including management and oversight of the program’s technical, operational, and administrative staff
- Ensure all HDIF projects are rigorously monitored and evaluated
- Oversee the linkages between Monitoring and Evaluation (M&E) data with knowledge management systems.

Experience working with partner organizations to build local technical capacity. Experience working in technology markets at the base of the economic pyramid highly desirable. Experience of private sector roles in delivering health, education or water and sanitation outcomes in low resource settings. Experience in grant making programs highly desirable. HDIF will drive innovative approaches to improving the quality, value for money and sustainability of basic services in the education, health and water and sanitation sectors, providing a mechanism to encourage innovation and to support scale up of promising approaches. A key aspect of this position is to manage the transparent and efficient grants process and build the capacity of grantees to effectively manage donor funds.Based in Dar es Salaam, Tanzania, the Grants Manager will be responsible for the following key activities:Project Appraisal, Due Diligence, and Grant Disbursement
- Collaborate closely with the Innovation Fund Team Leader in the competitive grantee selection process, including developing grant criteria, reviewing applications, and supporting grantee development of work plans and budgets.
- Identify potential grantees for funding using standard value for money metrics and conduct due diligence evaluations of grant applicants to determine their capacity to effectively manage funding.
- Work closely with the Innovation Specialist to design compliance guidelines and performance monitoring criteria for grant recipients.
- Manage the competitive selection process and ensure that it is performed in an open, transparent, and fair way.
- Oversee grantee financial management of grants including monitoring payments against work plan milestones and deliverables, approving and disbursing funds, and reviewing grantee reports.
- Work closely with PATH Office of Sponsored Programs to draft and process grant agreements in an efficient manner.
Technical Assistance- Support capacity building needs of the grant recipients to strengthen organizational management and coordination functions.
- Coordinate provision of technical support in these areas.
Development of annual work plans, reporting, documentation, and dissemination of lessons learned- Oversee the design and implementation of compliance and performance monitoring of grant recipients.
- Draft performance reports for DFID.
Monitoring and Evaluation of the Fund- Establish effective systems for monitoring fund recipient compliance and performance toward the work plan, and ensuring accurate financial reporting
- Required Skills
- Demonstrated ability to develop and evaluate budgets, and to create and manage financial monitoring systems
- DFID experience preferred.
- Ability to adapt grant management processes and guidance to different settings
- Well-organized and attention to details.
- Proficient in Microsoft Word, Excel and Quickbooks
- Fluency in English to include reading, writing and speaking. Fluency in Kiswahili preferred
- Excellent communication skills
- Required Experience
- University degree in finance or accounting from an accredited institution. 7 years of demonstrated experience in managing large scale donor-funded grants for healthcare, or relevant field. 5 years experience in grants/subcontract management including provision of in-country training and support to field-based project staff.
