CONSULTANCY TO DEVELOP STANDARDS AND GUIDELINES AND A QUALITY ASSURANCE MECHANISM FOR THE PROVISION OF INTEGRATED EARLY CHILDHOOD
UNICEF wishes to recruit a team support (one international consultant – level P4 and one national consultant – level NO-C) to contribute to the on-going process of modelling of integrated ECD services for children between 0 and 6 years old in Rwanda, by Government and partners, with the aim of improving the quality of existing services and laying the foundations to assure the quality of all new ECD services in Rwanda. The main users of the standards and guidelines will be the providers of integrated ECD services, especially within community-based centres, and those involved in quality assurance of ECD provision in the country.
Scope of work
This consultancy broadly comprises of three assignments: •define minimum packages for different types of ECD services in Rwanda (i.e. family-based, home-based, and centre-based); •develop national standards and guidelines for different types of ECD services in Rwanda, including a review of the existing minimum standards and guidelines for nursery schools in Rwanda to reflect standards for the delivery of an early learning and school readiness programme by community-based ECD centres •draft a mechanism and tools for quality assurance of integrated ECD services in Rwanda
