CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is looking for a suitable candidate to fill the position of Program Engineer based in Burao, Somaliland for the Rural Program.. JOB SUMMARY The Program Engineer (specialized in participatory approaches of engaging the community) will provide technical support towards the implementation of programme activities ensuring program obligations are realized, accounted for, documented and reported as per the contractual expectations in accordance with CARE programming principles/standards and donors’ contractual obligations. He/She will be responsible for designing, implementing and monitoring of the constructions activities of the Program. KEY RESPONSIBILITIES: R. 1 – Design and Delivery To be responsible for all aspects of infrastructure design in relation with government, CARE and other consortium standards and ensure delivered as per the design and BOQs. A) Civil work Design • Conduct technical assessment where the construction is being implementing • On the bases of outcome of the technical assessment develop the infrastructure design and cost estimation • Ensure all infrastructure and BOQ are in line with local standards and local market values B) Implementation and technical support • Supervise all construction activities including on-site checks of the execution of civil works, and of quality and quantity control, and provide advice on remedial actions as required; • Certification of works, ensuring quality and quantity of works, based on drawings, specifications and contractual stipulations R. 2 – Partnerships • Develop strong collaborative relationships with strategic partners involved within the program area. • Identify partner technical capacity needs and provide where strategic partners are in need R. 3 - Contract management and Compliance adherence. Ensure partners and contractors compliance with the organizational construction quality and accountability commitments. Task includes: • Monitor project expenditures versus contract cost limitations, identifies contractual problems and takes appropriate action to ensure a satisfactory resolution • Ensuring partner/contactor compliance to CARE and donor policies R.4 – Staff safety and security • Ensure that security management protocols and procedures are applied in any activity • Work with the AM to ensure that risks beneficiaries and assets are mitigated
REQUIRED QUALIFICATIONS AND EXPEREINCES • Relevant diploma/university degree preferably in civil engineering • Minimum of three years of progressive experience in similar capacity with an INGO, UN, Government institution etc with demonstrated good project design and civil engineer works • Strong command of English, with excellent computer skills specifically AutoCAD and other design packages, word and excel • Experience working with pastoral communities, fluency in Somali language is desired • Understanding of key donor requirements such as ECHO, EC, and DFID will be crucial • Knowledge and experience of project management
