A. BACKGROUND

Care Ethiopia has extensive programming experience in several areas notably food security and agriculture; micro-finance, women’s empowerment; health and nutrition; disaster risk reduction, natural resources and watershed management.

Project Summary
The Food Sufficiency for Farmers project (FSFP) is a 5 years project funded by the Canadian International Development Agency (CIDA) and is being executed by CARE Canada through CARE Ethiopia. The project aims at ensuring sustainable food security of chronically food insecure women, men, girls and boys in selected districts of the Oromiya and Amhara regions. The project will work in collaboration and build on the Ethiopian government National Food Security Programs and will be targeting over 34,000 households; among which 13 percent will be female-headed. The project will be implemented through 3 main components: i) improving the enabling environment for food security; ii) diversifying economic activities for food insecure households and iii) improving resilience to climate risks.
B. POSITION SUMMARY The Chief of Party (COP) of the Food Sufficiency for Farmers project (FSFP) will have overall responsibility for the entire project management and implementation within the scope and standards of CIDA and CARE’s rules regulations. He/she will provide the vision and strategic leadership necessary to promote sustainable economic development and effective oversight and management of the overall program; including, but not exclusively, personnel and financial management, administrative oversight, program quality assurance, and management of sub-agreements with implementing partners.
The incumbent will lead and ensure the implementation of the FSF Project through a set of operations combining technical assistance, local capacity building, micro finance and value chain market interventions both through partnership and direct implementation. Sharing a set of technical resources with the like minded GRAD project , the COP will also ensure very close coordination and collaboration with GRAD’s COP and other relevant staff from Care Ethiopia.
The COP will contribute to the dissemination of project learning and achievements and will also maintain collaborative relations with CIDA and other stakeholders involved in livelihoods and food security programs including the Household Asset Building Programme, Food Security Coordination Bureau, State based Micro Finance Institutions, the Ministry of Agriculture and Rural Development and other donors implementing related programs. The COP will be a member of Care Ethiopia Leadership Team and will contribute in overall growth and achievement of Country Office’s Strategic Plan. COP will report directly to the Country Director, CARE International Ethiopia.
