The Inter-Agency Network for Education in Emergencies (INEE) is an open global network of over 7,500 practitioners, students, teachers, and staff from UN agencies, non-governmental organizations, donors, governments and universities who work together within a humanitarian and development framework to ensure all persons the right to quality education and a safe learning environment in emergencies and post-crisis recovery. The INEE Minimum Standards for Education: Preparedness, Response and Recovery is the network’s foundation tool. The Minimum Standards provide concrete guidance based on education rights and good practices to improve access to safe, relevant and quality education. The Minimum Standards Handbook has been translated in 23 languages and the Minimum Standards are currently being used in over 110 countries.
After the launch of the Minimum Standards, the Education Cluster Working Group (ECWG) Capacity Development Task Team and the INEE Minimum Standards Working Group created an EiE harmonized training packages, in an effort to promote quality education in all phases of emergency response through the long-term sustainable use of the INEE Minimum Standards and other Network tools. The harmonized training package has since been used to support education practitioners and policy makers at all levels improve coordination, access and quality around education response. The training package merged: - Front Line Responders training on education in emergencies (developed by UNICEF and Save the Children for the Education Cluster) - Ministry of Education training on education in emergencies (developed by UNESCO IIEP for the Education Cluster) - INEE Minimum Standards training package.
INEE is hiring a consultant to lead the planning and facilitation of a two-part INEE Minimum Standards training during a six-day application visit in Ethiopia. The first training will take place in Addis Ababa and will build off previous INEE trainings to support the Ministry of Education in providing quality education in regions affected by crisis. The second workshop will take place in Dollo Ado and will target local education authorities and NGO staff to improve coordination and quality of education provision for children and youth in the refugee camps in the area. The consultant will additionally provide technical support and follow-up guidance with workshop participants to support concrete practical actions based on workshop recommendations and outcomes.
The consultant will work in close collaboration with the INEE Coordinator for Minimum Standards and Network Tools and the Ethiopia Education Cluster Coordinator and UNICEF partners in-country to prepare for, facilitate, and report on the training and application support.
Key activities: • Prepare training materials (PPS, Facilitators Guide, Handouts) for a 3-day INEE Minimum Standards training for Ministry of Education in Addis Ababa, in collaboration with the Education Cluster, using the EiE harmonized training package available at www.ineesite.org/training. • Prepare training materials for a 2-day INEE Minimum Standards workshop in Dollo Ado, Ethiopia (PPS, Facilitators Guide, Handouts) with a focus on the refugee context, in collaboration with UNICEF and UNHCR, using the EiE harmonized training package. • Act as a lead facilitator for the training and application workshops. • Coordinate training and application event with the Education Cluster Coordinator, UNICEF, and UNHCR partners. • Provide technical advice to Ministry of Education, UNHCR, ARRA, and NGO workshop participants on the application of the INEE Minimum Standards including for refugee contexts. • Write training summary report (2-4 pages) including recommendations for specific follow-up for both workshops. • Write a summary of technical support provided to MOE and Education Cluster, and UNHCR/ARRA and the refugee education taskforce respectively. • Write a listserv message sharing info on the application visit to the INEE membership. • Write a follow-up message for the participants.
Deliverables: The following outputs will be submitted to the INEE Coordinator for Minimum Standards and Network Tools: • (2) Final training packages—PPTs, facilitators guide, handouts—ready for uploading on the INEE website. • Application/technical support sessions and meetings organized. • Training summary report (2-4 pages). • Application visit summary report. • Listserv message. • Follow-up message to both groups of workshop participants.
The training and application sessions will take place the week of February 18, 2013. The consultant must be available to conduct the visit during that timeframe.
The deliverables for this TOR should be completed by Feb 28, 2012 at the latest. The consultant is expected to travel to Addis Ababa and Dollo Ado, Ethiopia. Travel and accommodation to Ethiopia will be reimbursed by INEE.
