Plan is a child-centred community development organization which works with children, their families, communities, organisations and local governments to bring about positive changes in the lives of the most vulnerable and marginalised children. In the Region of Southern and Eastern Africa (RESA), Plan operates in 12 countries, with the Regional Office situated in Nairobi, Kenya. Study Objectives and Scope
Plan International invites tenders from qualified individuals or research firms to carry out an analysis and review of the different Community Managed Sponsorship models and approaches being adopted by countries across RESA.
The review is expected to be conducted in five countries within RESA, namely:- Ethiopia, Zambia, Kenya, Uganda and Zimbabwe. Results and outputs of this regional study will inform management on the diversity of models, merits of each approach as well as practical challenges and implications for each to the organisation.
The review is expected to start on 20th January 2013 with the final report on findings submitted no later than 8th May 2013.

Skills, Qualifications and Experience
This assignment requires a Consultant, either as individual/s or research team/an organisation who is appropriately qualified and experienced and strictly meets the following; • Has proven capacity and is available to undertake the study review starting from 20th January and completing the process by 8th May 2013. •Educated to at least Masters Degree level, with proven expertise in reviewing and evaluating community based project implementation modalities’ impact and business processes designs. Must have competencies and experience in partnership capacity assessments, conducting business model cost benefit analysis, impact on business delivery and organisational structures. The assignment will involve some financial costs and qualitative information analysis. • At least 8 years of research as well as working in the relevant areas to this review and familiarity with Sub-Saharan Africa, a good understanding of child rights, child development issues and community based management approaches in Africa is necessary.
Submission of Proposals: All proposals submitted must be clearly marked with a heading ‘RESA CMS Review 1/2013’ and to be submitted as electronic files (in pdf format preferably) to the following Plan international email address; resa.procurement@plan-international.org no later than 18th December 2012, 16:00hrs Nairobi time.
Responding bidders should prepare and submit by 18th December 2012 a technical and financial proposal, as per the guidelines contained in the Detailed Terms of Reference (TOR).
