Duration: 12 Months
Objective 1:
Coordinate technical country strategy and ensure operational management of all technical areas Key activities & responsibilities to achieve this objective: Ensuring the overall planning and follow-up of technical reporting for donors, authorities and internal requirements (Activity Progress Reports) in coordination with the support departments. Visiting ACF field activities regularly and report on problems, challenges and obstacles while building an intimate knowledge of fieldwork realities. Piloting the internal quality control, by promoting monitoring mechanisms (ex: self-evaluation too; MEAL), facilitating internal control and external evaluations.
Objective 2:
Represent and liaise for operational strategy and program related issues to donors, authorities, UN, NGOs Key activities & responsibilities to achieve this objective: Liaising with stakeholders if a senior level involvement is required, upon request of the Country Director. Leading ACF’s technical contingency planning by region and department. Strengthening field and capital level information-sharing with IOs, NGOs and Government.
Objective 3:
Analyze the Humanitarian needs Key activities & responsibilities to achieve this objective: Identifying humanitarian needs, briefing the country coordination team on developmental events in the country and designing potential responses within the operational country strategy. Collecting, summarizing and analysing information from external sources and from technical advisors for future opportunities.
Objective 4:
Management of Human Resources Key activities & responsibilities to achieve this objective: Supervision and management of all direct reports (Coordinators of technical department, experts..) Participation in recruitment of the direct reports. Promoting the commitment to ACF Charter and prevention of frauds and power abuses.
Objective 5:
Follow-up on management of program budgets Key activities & responsibilities to achieve this objective: Ensuring that budgets are respected in relation with relevant Country Coordinators and Heads of Missions. Contributing to the identification of potential funding opportunities.
Objective 6:
Act as Country Director in his absence
POSITION REQUIREMENTS QUALIFICATIONS Mater level in either Public Health or Nutrition (or relevant / equivalent work experience)
SKILLS & EXPERIENCE ESSENTIAL
5 years of field experience at coordination or senior management position; Track record of strong reporting, M&E, Programme Quality and Accountability skills; Track record of excellent PCM skills; Proficient facilitation and training skills; Fluent in spoken / written French and English PREFERRED Work experience in DRC; Work experience with ACF
